Collins<\/a>, the director of the <a href=\"http:\/\/www.nih.gov\/\" target=\"_blank\">National Institutes of Health<\/a>, said the studies would help doctors decide which treatments would work best for which patients.<\/p>\n<p>White House officials said the \u201cprecision medicine initiative\u201d would begin with a down payment of $215 million in the president\u2019s budget request for the fiscal year that starts Oct. 1.<\/p>\n<p>Precision medicine, also known as personalized or individualized medicine, \u201cgives us one of the greatest opportunities for new medical breakthroughs that we have ever seen,\u201d Mr. Obama said at a White House event attended by patients\u2019 advocates, researchers, and drug and biotechnology company executives.<\/p>\n<p>Among those in the audience was <a href=\"http:\/\/en.wikipedia.org\/wiki\/Lamar_Alexander\" target=\"_blank\">Senator Lamar Alexander<\/a>, Republican of <a href=\"http:\/\/en.wikipedia.org\/wiki\/Tennessee\" target=\"_blank\">Tennessee<\/a> and chairman of the Senate health committee, who said he intended to work with the president on the issue.<\/p>\n<p>Mr. Obama said the new initiative could save lives, create jobs, foster new industries and help people overcome \u201cthe accidents and circumstances of our birth.\u201d<\/p>\n<p>\u201cIf we\u2019re born with a particular disease, or a particular genetic makeup that makes us more vulnerable to something, that\u2019s not our destiny, that\u2019s not our fate,\u201d Mr. Obama said. \u201cWe can remake it.
