Plecker<\/a>, an avowed white supremacist who ran <a href=\"https:\/\/en.wikipedia.org\/wiki\/Virginia\" target=\"_blank\" rel=\"noopener\">Virginia\u2019s<\/a> Bureau of Vital Statistics for 34 years, in <a href=\"https:\/\/en.wikipedia.org\/wiki\/Richmond,_Virginia\" target=\"_blank\" rel=\"noopener\">Richmond<\/a>. (<em>Richmond Times-Dispatch<\/em>)<\/small><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>He built his career on the systematic oppression\u00a0of blacks and Native Americans, becoming one of the country\u2019s most influential white supremacists. For more than three decades, from 1912 until 1946, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Walter_Plecker\" target=\"_blank\" rel=\"noopener\">Walter Ashby Plecker<\/a> used his position as head of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Virginia\" target=\"_blank\" rel=\"noopener\">Virginia\u2019s<\/a> Bureau of Vital Statistics to champion policies designed to protect what he considered a master white race.<\/p>\n<p>He was the father of the state\u2019s <a href=\"http:\/\/www.mixedracestudies.org\/?p=14135\" target=\"_blank\" rel=\"noopener\">Racial Integrity Act of 1924<\/a>, which designated every person in the state as either white or \u201ccolored\u201d and criminalized interracial marriage. Plecker\u00a0insisted that any person with a <a href=\"http:\/\/www.mixedracestudies.org\/?p=3208\" target=\"_blank\" rel=\"noopener\">single drop of \u201cNegro\u201d blood<\/a> couldn\u2019t be classified as white, and he\u00a0refused to even acknowledge that Native Americans existed in the commonwealth, effectively erasing their legal identities.<\/p>\n<p>Then, on Aug. 2, 1947 \u2014 one year after his retirement \u2014 Plecker\u00a0stepped into a\u00a0road in the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Confederate_States_of_America\" target=\"_blank\" rel=\"noopener\">Confederacy\u2019s<\/a> former capital and was hit by a car.
