The \u201cracial <a href=\"https:\/\/en.wikipedia.org\/wiki\/Palimpsest\" target=\"_blank\" rel=\"noopener\">palimpsest<\/a>\u201d idea is that different racial systems layer over each other and can coexist as different groups struggle over their identity and position in society. Parham\u2019s case is the refugees who fled the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Haitian_Revolution\" target=\"_blank\" rel=\"noopener\">revolution in St. Domingue<\/a> (present-day <a href=\"https:\/\/en.wikipedia.org\/wiki\/Haiti\" target=\"_blank\" rel=\"noopener\">Haiti<\/a>) and joined the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Louisiana_Creole_people\" target=\"_blank\" rel=\"noopener\">Louisiana Creoles<\/a> between 1791 and 1810. This migration almost doubled the population and left <a href=\"https:\/\/en.wikipedia.org\/wiki\/New_Orleans\" target=\"_blank\" rel=\"noopener\">New Orleans<\/a> blacker, more African, and with a larger proportion of free people of color. New Orleans and <a href=\"https:\/\/en.wikipedia.org\/wiki\/Louisiana\" target=\"_blank\" rel=\"noopener\">Louisiana<\/a> had been governed first by the Spanish and then the French and had operated with a <a href=\"https:\/\/en.wiktionary.org\/wiki\/tripartite\" target=\"_blank\" rel=\"noopener\">tri-partite<\/a> racial system that permitted open relations between free people of color and whites and the accumulation of wealth by <a href=\"https:\/\/en.wikipedia.org\/wiki\/Free_people_of_color\" target=\"_blank\" rel=\"noopener\">free people of color<\/a>; allowed mixed-race offspring to inherit; treated whiteness as a matter of appearance and status, not purity; and both provided more possibilities for slaves to become free and permitted slaves more freedom to congregate than the Anglo-American system.
