Lombardo<\/a><\/strong>, Bobby Lee Cook Professor of Law<br \/>\n<em>Georgia State University<\/em><\/p>\n<p>This Essay explores private correspondence contained in a restricted manuscript collection along with contemporary news accounts and government documents to explain how <a href=\"http:\/\/en.wikipedia.org\/wiki\/Eugenics\" target=\"_blank\">eugenics<\/a>\u2014a popular &#8220;scientific&#8221; movement during the 1920&#8217;s\u2014was used to bolster the arguments in favor of the <em><a href=\"http:\/\/en.wikipedia.org\/wiki\/Racial_Integrity_Act_of_1924\" target=\"_blank\">Virginia Racial Integrity Act of 1924<\/a><\/em> that was struck down in <em><a href=\"http:\/\/www.mixedracestudies.org\/?p=415\" target=\"_blank\">Loving v.
