In late January 1864 <a href=\"https:\/\/en.wikipedia.org\/wiki\/William_Lloyd_Garrison\" target=\"_blank\" rel=\"noopener noreferrer\">[William Lloyd] Garrison<\/a> challenged an anti-<a href=\"https:\/\/en.wikipedia.org\/wiki\/Abraham_Lincoln\" target=\"_blank\" rel=\"noopener noreferrer\">Lincoln<\/a> resolution at the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Massachusetts_Anti-Slavery_Society\" target=\"_blank\" rel=\"noopener noreferrer\">Massachusetts Anti-Slavery Society<\/a> meeting. Garrison\u2019s longtime friend <a href=\"https:\/\/en.wikipedia.org\/wiki\/Wendell_Phillips\" target=\"_blank\" rel=\"noopener noreferrer\">Wendell Phillips<\/a>, primed to take the helm of abolitionism from his old friend and mentor, labeled Lincoln \u201ca half-converted, honest <a href=\"https:\/\/en.wikipedia.org\/wiki\/Whig_Party_(United_States)\" target=\"_blank\" rel=\"noopener noreferrer\">Western Whig<\/a>, trying to be an abolitionist.\u201d As Garrison stared down emancipation, Phillips looked past emancipation at the reconstruction of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/United_States\" target=\"_blank\" rel=\"noopener noreferrer\">United States<\/a>. Back in December 1863, Lincoln had announced his <a href=\"https:\/\/en.wikipedia.org\/wiki\/Ten_percent_plan\" target=\"_blank\" rel=\"noopener noreferrer\">Proclamation of Amnesty and Reconstruction<\/a>, which offered restoration of rights (except slave-holding) to all <a href=\"https:\/\/en.wikipedia.org\/wiki\/Confederate_States_of_America\" target=\"_blank\" rel=\"noopener noreferrer\">Confederates<\/a> taking the loyalty oath. When loyalty levels reached 10 percent, states could establish governments that restricted civil rights for Black residents, Lincoln had proposed. But this proposal \u201cfrees the slave and ignores the negro,\u201d Phillips snapped. The sizable free biracial community of <a href=\"https:\/\/en.wikipedia.org\/wiki\/New_Orleans\" target=\"_blank\" rel=\"noopener noreferrer\">New Orleans<\/a> snapped, too, demanding voting rights. These biracial activists separated \u201ctheir struggle from that of the Negroes,\u201d said an observer. \u201cIn their eyes, they were nearer to the white man, they were more advanced than the slave in all respects.\u201d Overtures to <a href=\"https:\/\/en.wikipedia.org\/wiki\/Louisiana\" target=\"_blank\" rel=\"noopener noreferrer\">Louisiana<\/a> Whites failed, and biracial activists had no choice but to swallow their racist pride and ally with emancipated Blacks by the end of 1864.<\/p><\/blockquote>\n<p>Ibram X.
