This is a research design of an explorative study to be conducted in Fiji on ‘mixed race’ persons of iTaukei and Indo-Fijian parentage. The study seeks to render an interpretive understanding of ‘mixed race’ ethnic and national identification based on interviews with participants in Suva, Fiji. The research questions are (a) how do persons of mixed parentage (iTaukei and Indo-Fijian) identify themselves with an ethnic label or labels? (b) what are the perspectives on the institutionalization of the term “Fijian” as a national identity label? (c) what do such experiences tells us about the racialization and politicization of ethnicity? This study is interesting and significant in light of the increasing number of ‘multiracial’ movements in Anglo-America; the small number of inter-marriages between iTaukei and Indo-Fijian citizens; and the recent policy change to identify all Fijian citizens with the term Fijian. The presentation covers the central aspects of research designs: the literature review (on Anglo-America & Fiji), conceptual framework, methodology, and the modest implications of the study.

Since the release of the 2010 Census Race and Hispanic Origin Alternative Questionnaire Experiment (AQE) report in August 2012, much has been written about the AQE results (Compton et al., 2012; Hill and Bentley, 2013; Stokes et al., 2012). Several recommendations were made based on the AQE findings; one of which was to further test a combined race and Hispanic origin question. Recently, numerous articles and blogs supporting or arguing against the use of combined or separate race and ethnicity questions have made national headlines (El Nasser, 2013); particularly, about the Census Bureau’s recommendation to continue testing a combined question during the 2020 Census testing cycle (Compton et al., 2012). One concern, largely stemming from the Latino community, is the potential negative impact on race reporting among the Hispanic or Latino population (e.g., the undercounting of ‘Afro-Latinos’) if a new combined question is approved for the 2020 Census. In response to these concerns, the Census Bureau developed supplemental analysis from the AQE, specifically examining differences in race distributions by Hispanic origin when alternative questions were tested (Hill and Bentley, 2013). The results from this study are discussed later in this paper.

The Census Bureau is committed to improving the validity and reliability of census data, and over the last few decades, many census studies have examined race reporting among Hispanics (Stokes et al., 2012; Ennis et al., 2011; Martin, 2002; U.S. Census Bureau, 1996 and 1997). However, none examined race reporting among self-reported Hispanics in the decennial census. In this analysis, self-reported Hispanics are defined as those whose origin was not imputed.

Introduction

This poster examines the geographic distribution of interracial and interethnic married couples in the United States. The analysis focuses on county level distributions that map the prevalence of specific combinations of interracial/interethnic married couples, such as Whites married to Asians. The county maps illustrate the diversity of interracial/interethnic couple combinations around the country. Much of the literature on interracial or interethnic married couples shows all such couples together. However, particular intermarried combinations have distinct histories and distributions across the United States.

Given distinct paths of entry into the United States, internal migration patterns, and residential segregation, we would expect that White/Black couples may tend to live in different areas than White/Asian couples, for example. Couples with a relatively longer history of intermarriage, such as Hispanic/non-Hispanic couples or White/American Indian and Alaska Native couples may have distinct patterns of residence. National identity, no matter how differently defined, is often constructed through claims to heritage, “roots,” tradition, and descent. In the Western World, these claims, almost inevitably allude to questions of “race.” In Puerto Rico, it is the mixture of the Spanish, the Taíno Indian, and the African, which come to epitomize the racial/traditional substance out of which “the nation” is constructed, defended, and naturalized.

This mixture is often represented by images, statues, murals across the island that display the three racialized representatives, as the precursors of the modern, racially mixed Puerto Rican man or woman. (See Fig. 1).

The Taíno, Spaniard and African “roots” depicted in this national imagery, represent heritage symbols. They do not stand for contemporary ethnic constituencies, such as “Afro-Puerto Ricans”, “Indo-Puerto Ricans” or “Euro-Puerto Ricans.” Rather they are commonly understood as origin groups (roots) – that mixed during the period of Spanish colonization to conform “lo Puertorriqueño” in the present. As the mural says: “Tres Razas: Una Cultura.”

My book-project examines the different meanings Puerto Rican people—namely, intellectuals, politicians, government officials, and community residents—attribute to the black component of that mixture in their on-going process of constructing a Puerto Rican national identity.

Unlike the concept of mestizaje developed in many countries of mainland Latin America, blackness is not completely erased or excluded in discourses about the nation in Puerto Rico. Notions of race-mixture in Puerto Rico are more similar to those that developed in Brazil or Cuba where blackness is simultaneously excluded but also strategically included in the contemporary narrative of nation. Scholarship on race and racism in Afro-Latin America has made clear that the implicit goal of this narrative of mixture is whitening or blanqueamiento. Perhaps, the most obvious evidence of the prevalence of the ideology of blanqueamiento in Puerto Rico is the 2000 census, as only 8% of Puerto Ricans living in the Island declared themselves to be black, while an overwhelming majority of 80.5% identified themselves as white (U.S. Bureau of the Census, 2000). Elsewhere (Godreau 2008) I discuss how these results evidence popular understandings of whiteness as an inclusive, flexible, category that can encompass mixture and blackness as an undesirable category that is understood as extreme and pure, not mixed enough. In any case, the point is that—despite the rhetorical inclusion of an African influence in nationalist discourses—a growing body of Puerto Rican scholarship has documented how blackness is often socially marked as an inferior, ugly, dirty, unintelligent, backward identity–that is also reduced to a primitive hyper-sexuality (particularly in the case of black women), equated with disorder, superstition, servitude, danger, and heavily criminalized. Puerto Rican scholars have done important work on these different aspects and manifestations of racism and the exclusion of blackness from nationalist narratives – particularly in the late 1990’s and 2000. Alegría and Ríos 2005; Cardona 1997; Díaz-Quiñonez 1985; Findlay 1999; Franco and Ortíz 2004; Giusti 1996; Godreau 2002a, 2002b, 2003; Guerra 1998; Rivera 2003; Rivero 2005; Santiago-Valles 1994, 1995; Santos-Febres 1993; Torres 1998; Zenón-Cruz 1975 among others)…

1730 – Norwich, Connecticut:

My great-great-great-great-great grandfather, Guy Drock, was probably born sometime between 1726 and 1742, most likely around 1730, give or take a few years. He may have been born in Norwich, or born elsewhere and brought to Norwich as a child. Guy officially became a Christian on 31 July, 1742, when he was baptized in the First Congregational Church in Norwich, New London County, in the Colony of Connecticut in New England. Nothing is said about his age in the baptismal Record, other than that he was a boy, so we don’t know if his was an infant baptism or a voluntary baptism sometime in his later childhood.

As a boy, and young man, Guy worked for Captain Benajah Bushnell, who was a wealthy, influential land speculator, and one of the original settlers of what became Norwich in New London County in the Colony of Connecticut in New England. He got the title “Captain”, not from any association with seafaring, but because of his involvement with the local militia which conducted drills at least once a year, whether they needed it or not. Sometime around 1755, Sarah Powers, a young woman from Newport, on the Colony of Rhode Island, also started working for Benajah Bushnell. We do not know whether Sarah Powers was a voluntary employee of Bushnell or an indentured servant legally obligated to work for him for a specified period of time. In fact, we know very little about Sarah …. we do not even know for sure that she was born in Rhode Island, only that she had lived there prior to appearing in Norwich.

While working for Bushnell, Sarah apparently fell in love with Guy, and probably married him sometime around 1757 or before. It is likely that she also had a child by Guy between 1757 and 1759, perhaps Simon. In June, 1759, Guy and Sarah probably stopped working for Benajah Bushnell, and set about trying to make a new life for themselves. The so called French and Indian War was raging at the time. Guy opened a small blacksmith shop in downtown Norwich. He may have learned his blacksmith’s skills while working for Bushnell, or perhaps he became self taught after he left Bushnell’s service. During the war, inflation ran rampant. After the war, of course, came an economic depression. Guy and Sarah must have been hard pressed indeed to keep body and soul together. Then, to make matters worse, the British parliament started passing the series of acts that eventually led to the Revolutionary War.

Americans have carried the problem of the color line into the 21st century but it is doubtful that the generation of W.E.B. Du Bois anticipated the emergence of a “multiracial” movement whose primary objective was to gain recognition of mixed-race people as a unique entity and different collective. This phenomenon is an outgrowth of “interracial” marriages which, according to the U.S. Census, indicate dramatic increases since the dismantlement of state anti-miscegenation laws in 1967. Blacks, however, are “noticeably absent” from this trend and Newsweek has estimated that approximately 20 percent of interracial marriages were between black and white partners and the overwhelming majority of these are between white women and black men [Fletcher 1998; Azoulay 1997:95]

This paper focuses on the demand for a multiracial category in the U.S. Census in order to explore two intersecting aspects of the multiracial discourse. Attention is only given to the black/white binary for it is this angle which is the most contentious and has received the most public attention. On the one hand, the idea of multiracialism eclipses the broader issue of power partially because it is premised on privileging individual rights rather than group rights. On the other hand, the celebration of multiracial people may be read as a postmodern script in which women, as mothers, occupy a central role in the formation and politicization of racial identities.

As a departure point, let us address the premise of the question posed by the multiracial movement: should racial classifications used to track broad demographic trends and monitor compliance with legislation against racial discrimination take each individual heritage into account? I suggest that the demand for a multiracial category confuses personal identities with prescriptive identities while ignoring the relationship between public policy and identifiable communities. Public policies that utilize race categories affect groups of people who may or may not subscribe to a shared collective identity but who are nevertheless perceived as a group. Government and institutional policies shaped by information gathered about social categories are not formulated for individuals but for groups. The political implications of this lead opponents and supporters of government sponsored social engineering to invoke the equal protection clause under the 14th amendment with very different interpretations. In a departure from the direction set by the U.S. Supreme Court 1954 decision in Brown vs. Board of Education toward civil rights legislation, the courts have moved away from protecting historically disadvantaged group rights evidenced by court-ordered repeals of affirmative action policies confusing invidious discrimination with remedial racial preference.

As a preface, let me state clearly my position: race categories are public fictions which are deeply embedded in American ways of thinking and acting. Furthermore, because classifications based on the political and social category of “race” have no scientific basis, they are misused when appropriated as biological criteria into medical research in the United States [Tapper 1999]. Consequently, arguments for a multiracial category for health reasons (such as bone marrow donors) rely on a faulty notion that race categories can be adjusted for accuracy. Nevertheless, race has assumed the status of a social fact whose meanings reflect, and are reflected by, the cognitive feel of lived experience in a race-based society [Piper 1992; Scales-Trent 1995].

Background: This is a teacher’s guide to racial instruction, covering the 4th through the 8th grades. I provide a translation of sections that strike me as particularly interesting. Bareth was an experienced teacher, and Vogel’s title is Rektor. Vogel also produced a set of posters to be used in classroom instruction. Published in 1937, before the alliance with Japan, there is some material on the “Yellow Peril.” Such material disappeared later.

…b) Race mixing among humans.

We have already spoken about one racial mixing. That had to do with the racial development of the German people. May we also speak of it as bastardization? If we look into the face of the German people, peering deeply into its spiritual life, we are absolutely convinced that the joining of these six races into one whole people was not a bastardization. Their genetic traits joined in a wonderful and harmonious way to form the German people, from which our German culture sprang.

We speak of bastardization in the case of a mixed race (Mischlinge) that develops from fundamentally different races or racial mixtures, as, for example, one between Europeans and Negroes, Europeans and Asians, Europeans and Indians, Europeans and Jews, etc. Such mixed race individuals carry the contradictory trains of both races, resulting in a confusion. Bastards are unhappy people. A bastard of European and Negroid decent has some of the characteristics of the white race, and some characteristics of the black race. He unsuited both for the jungles and hot sun of the south, but also for the north. Two souls live and compete within the breast of the bastard. He never finds peace and a harmonious, balanced life. The hard laws of blood force him to live a life of racial confusion and fragmentation…

The Choctaw Intelligencer’s editorial commentary varied greatly when it came to ChoctawChickasaw relations with the United States in 1849-1852. The most poignant opinions expressed in the Intelligencer, published in Doaksville, Choctaw Nation, came from letter writers and centered on the roles of men and women and what it meant to be “Indian.” Spanish, British and French colonialists had disrupted traditional gender roles of all Southeastern tribes centuries before. By 1851, traditional roles were being turned on their heads in Indian Territory. Traditional Choctaws reacted with hostility to the gender bias imposed by American missionaries and the patriarchal role foisted on men accustomed to a tradition of matrilineal property rights and autonomy. Later in the 1850s, civil war threatened between traditionalists and proponents of assimilation, with social tension exacerbated by sharp increases in the number of white intruders. Concepts of race, likewise, were in flux. Americans and many elite natives considered “mixed bloods” to be above “full bloods,” but below whites. “Tubbee” and his nieces and other native writers touched on all of these issues in letters to the editor of the Choctaw Intelligencer in 1851. The words in the letters are themselves artifacts of native literacy, considered then as the most important mark of “progress.” Historian Jill Lepore observed that Indian literacy, among nineteenth-century Americans as well as pro-assimilation natives, “most of all, marked the line between savagery and civilization…
