When I teach my sociology students, I tell them, “Sociologists study what people do together: we create families, schools, economic systems.” All of these things are social constructions that are produced, reproduced, and even demolished because people together make it so.

Race mixture, or mestizaje, has played a critical role in the history, culture, and politics of Latin America. In Degrees of Mixture, Degrees of Freedom, Peter Wade draws on a multidisciplinary research study in Mexico, Brazil, and Colombia. He shows how Latin American elites and outside observers have emphasized mixture’s democratizing potential, depicting it as a useful resource for addressing problems of racism (claiming that race mixture undoes racial difference and hierarchy), while Latin American scientists participate in this narrative with claims that genetic studies of mestizos can help isolate genetic contributors to diabetes and obesity and improve health for all. Wade argues that, in the process, genomics produces biologized versions of racialized difference within the nation and the region, but a comparative approach nuances the simple idea that highly racialized societies give rise to highly racialized genomics. Wade examines the tensions between mixture and purity, and between equality and hierarchy in liberal political orders, exploring how ideas and scientific data about genetic mixture are produced and circulate through complex networks.

The ideology of racial democracy cast a long shadow over twentieth-century race relations in Brazil. First popularized by influential Brazilian scholar Gilberto Freyre, this theory presumed a level racial playing field that was paradoxically dependent on the whitening of the populace. Rather than helping to drive the country toward a multiracial future, racial democracy shrouded the structural issues that remained as a legacy of Brazilian slavery.

Throughout his corpus of writings, Freyre portrayed Afro-Brazilians as sexualized Dionysian figures with a florid talent for bodily movement, expressed not only through capoeira and samba but also on the soccer pitch. Freyre used soccer as a foil for his theories of racial democracy throughout the course of his career, assigning certain attributes such as surprise, skill, cleverness, speed, and spontaneity on a racialized basis even as he tried to claim racial syncretism both in soccer and in broader society. Journalist Mario Filho furthered this discourse in his 1947 book O Negro no Futebol Brasileiro, for which Freyre wrote the introduction. Freyre and later Filho lionized certain players while glossing over others to create the myth that soccer exemplified multiracial harmony within Brazil’s racial democracy.

The career arcs of two key soccer players—Francisco Carregal in Rio de Janeiro and Arthur Friedenreich in São Paulo—offer a lens to evaluate the extent of Afro-Brazilian agency during the early decades of soccer’s growth in Brazil. The stories of their respective careers and historical representations illustrate the extent to which the myth of racial democracy was contingent on the process of whitening, in soccer’s case less through manipulation of behavioral traits and physical appearance.

As the proudly mixed-race country grapples with its legacy of slavery, affirmative-action race tribunals are measuring skull shape and nose width to determine who counts as disadvantaged.

PELOTAS, Brazil – Late last year Fernando received news he had dreaded for months: he and 23 of his classmates had been kicked out of college. The expulsion became national news in Brazil. Fernando and his classmates may not have been publicly named (“Fernando,” in fact, is a pseudonym), but they were roundly vilified as a group. The headline run by weekly magazine CartaCapital — “White Students Expelled from University for Defrauding Affirmative Action System” — makes it clear why.

But the headline clashes with how Fernando sees himself. He identifies as pardo, or brown: a mixed-race person with black ancestry. His family has struggled with discrimination ever since his white grandfather married his black grandmother, he told me. “My grandfather was accused of soiling the family blood,” he said, and was subsequently cut out of an inheritance. So when he applied to a prestigious medical program at the Federal University of Pelotas, in the southern tip of Brazil, he took advantage of recent legislation that set aside places for black, brown, and indigenous students across the country’s public institutions.

While affirmative action policies were introduced to U.S. universities in the 1970s, Brazil didn’t begin experimenting with the concept until 2001, in part because affirmative action collided head-on with a defining feature of Brazilian identity. For much of the twentieth century, intellectual and political leaders promoted the idea that Brazil was a “racial democracy,” whose history favorably contrasted with the state-enforced segregation and violence of Jim Crow America and apartheid South Africa. “Racial democracy,” a term popularized by anthropologists in the 1940s, has long been a source of pride among Brazilians…

Some hope that changing demographics make us destined to be post-racial. It isn’t so simple

We can’t screw our way beyond racism. Many think mixed-race babies and browner demographics will automatically usher in a post-racial world. They interpret the projections of a “majority-minority” shift in our nation – now set to take place in 2044 – as a sign of guaranteed progress. Changing faces in the US are seen as anti-racist destiny. But don’t overestimate the power of this post-racial cocktail.

Jordan Peele’s brilliant film Get Out reminds me of the importance of questioning overly optimistic narratives of racial progress. Made by someone who has been open about being biracial and married to a white women, this film creatively uses the genre of horror to depict the persistence of racism through a story about an interracial couple. In many ways, it can be seen as a strident critique of a liberal brand of racism that has blossomed in the post-Obama era…

…If more mixed people guarantee greater tolerance, then Brazil – and most of Latin America – should be a racial paradise. Although a great degree of ‘mestizaje’ or racial mixing has taken place since the time of conquest, Indigenous and Afro-descendent people in Latin America remain disproportionately poor, discriminated against, and locked out from opportunity.

Sociologist Eduardo Bonilla-Silva, in his book Racism without Racists, has speculated whether the racial order in the US might eventually resemble that of Latin American and Caribbean nations. In this case, white supremacy and racial stratification will continue to operate in the US even as it becomes a “majority-minority” nation…

A categorical crisis around racially-mixed persons has become a legal quagmire in Brazil. In August 2016, the Brazilian government announced the formation of the Racial Court (Tribunal Racial) to confront the steady stream of legal challenges that has beset the racial segment of the country’s Quotas System (Sistema de Cotas). The latter is an affirmative-action program giving preference to the disabled, the economically-disadvantaged, graduates of public schools, and specific racial groups (Amerindians and persons of African ancestry) in government offices and higher education. Litigation and media attention are centered on the program’s interstitial racial category, pardo. The category preto—the straightforward “black” in Brazil until it was jettisoned in educated quarters for negro, “negro”—and the category pardo (of European and an undefined amount of African and/or native origins) are often treated as subsets of the category negro. Still, color not descent is invoked when it is stated that persons “of pardo color” or “preto color” are eligible for the racial quotas for government posts, which are set aside “for negros and pardos.”

Whether colors or categories, where does pardo end and branco (“white”) or negro begin? In other words, when does afrodescendente (“Afro-descendant”) end and branco begin? In this Race and Difference Colloquium, Ruth Hill (Andrew W. Mellon Chair in the Humanities, Professor of Spanish, Vanderbilt University) argues that the pardo problem of today streams from the first global and systematic investigation into racial admixture, in the sixteenth century, which came on the heels of legislation to “uplift” Catholic neophytes in the Iberian empires. Those centuries-old arguments over mixed-race neophytes anticipated the moral and legal dilemmas of Brazil’s present-day affirmative-action program.

The Race and Difference Colloquium Series, a weekly event on the Emory University campus, features local and national speakers presenting academic research on contemporary questions of race and intersecting dimensions of difference. The James Weldon Johnson Institute is pleased to have the Robert W. Woodruff Library and the Stuart A. Rose Manuscript and Rare Book Library as major co-sponsors of the Colloquium Series.

Affect permeates understandings of racial and cultural mixture as well as racial democracy in Brazil. Sentiments of interconnectedness, harmony and conviviality shape the ways in which Brazilians of diverse races/colours feel identity and belonging. These sentiments also drive hopeful attachments to possibilities for moving beyond race, influencing how people encounter and relate to racism and inequality. However, studies of race in Brazil tend to either take the affective for granted as positive unifying force or ignore its role in shaping the appeal of dominant racial discourses on identity, nation and belonging. Through an examination of the different ways people feel, experience and live orientations towards mixture and racial democracy as the dominant affective community, this paper analyzes the role the affective plays in constituting racial ideologies and shaping anti-racist action. I explore the ways histories of race, racism, privilege and disadvantage generate unequal attachments to and experiences of mixture and racial democracy as what Sara Ahmed calls ‘happy objects’, those objects towards which good feeling are directed, that provide a shared horizon of experience, and that shape an affective community with which all are assumed to be aligned. Not everyone attaches themselves to the same objects in the same way and for the same reasons – the affective community involves positive, hopeful attachments for some and an unhappy, alienating and unequally shared burden for others. These affective states demonstrate that histories of race and racism cannot be wished away through commonly asserted attachments to abstract ideals of shared belonging. At the same time, examining these affective states provides deeper understanding of the ways unequal attachments move people towards action or inaction in relation to race, racism and discrimination.

American and Brazilian courts are traveling quite different paths regarding the question of racial justice. Race neutrality has become an influential interpretive approach in both jurisdictions, a perspective that articulates a depiction of these nations as culturally homogenous societies with the defense of liberal principles as a necessary requirement for social cohesion. Because of the representation of Brazil and the United States as democracies that facilitate integration of all racial groups, courts in these countries have developed an equal protection approach that combines the rhetoric of assimilation and formal equality. However, while the discourse of race neutrality gains continuous political force in the United States, race consciousness is acquiring increasing persuasive power in Brazil. As the implementation of affirmative action programs has expanded into different sectors, various social actors have questioned their constitutionality. Although state and federal courts in Brazil have condemned affirmative action because it supposedly subverts liberal principles and moral consensus about equal racial treatment, the Brazilian Supreme Court has recently classified race neutrality as a strategy of racial domination. Differently from American affirmative action cases, this decision formulated a notion of citizenship that functions as a counterhegemonic narrative. In articulating progressive constitutional principles and a group-oriented equal protection perspective, the Brazilian Supreme Court has significantly contributed to the deconstruction of the traditional discourse of race transcendence. The Court’s decisions may serve as an interesting point of comparison for the debate about affirmative action in the United States, since Brazilian history shows very clearly how race neutrality allows majoritarian groups to defend racial privilege while advocating formal equality as a way to promote social inclusion.

In the United States, all three are closely associated with the word “Brazilian.” Yet, although none of these things are linked to Latino identity, one of the questions that journalists frequently ask me is, “Are Brazilians Latinos?” Surprisingly, many Brazilian-Americans also ask me the same question. As one of my students put it, “Because ‘Brazilian’ is not an option in any census, job or college form, you get older and wonder, where do I fit in?”

The confusion is warranted.

It illuminates how U.S. public discourse and policy classifies 57 million people from very different ethnic, racial and national backgrounds into the categories of “Latino” and “Hispanic.” That Brazilians do not quite fit the box enables us to probe the terms “Latino” and “Hispanic” and their implications. This is important at a time when Latinos are reaching 18 percent of the U.S. population…
