We need treatments based on actual and not assumed genetic variation. That means assessing the patterns of diversity that reflect the distribution of human genetic variation across the globe. To this end, genetic ancestry should be understood as a continuum that it is not categorized in such a way that serves as a surrogate for race (40). Contemporary usage of continental ancestry categories (e.g., European, Middle Eastern, South Asian, Oceanic, East Asian, American, and African) serves as an example of how presumed “ancestral” geographies are assumed as equivalent to biological categories and serve as a false proxy for race. Such groupings correspond to Western racial categorizations and assume genetic homogeneity based on geographical separation, but these groupings misrepresent the actual distribution of genetic variants and neglect continuous movement of people and the resulting degree of mixture across global populations.

Precision medicine is an emerging field with immense potential for better understanding of diseases and improved treatment outcomes (1). Its focus: patterns of human genetic variation in populations and individuals—and how such patterns influence disease pathology and treatment. The field rejects the “one size fits all” approach to understanding disease, aspiring to develop tailored therapies that optimize treatment efficacy. Significance

The US government’s classification of Middle Eastern and North African (MENA) Americans as White means there is no direct way to numerically count members of this group in official statistics. Therefore, any potential disparities and inequalities faced by MENA Americans remain hidden. Nevertheless, we find that MENA Americans may not be perceived, nor perceive themselves, to be White. These findings underscore the minoritized status of MENA Americans and support the inclusion of a new MENA identity category in the US Census. This would allow researchers to examine the social, economic, and health status of this growing population and empower community advocates to ameliorate existing inequalities.

Abstract

People of Middle Eastern and North African (MENA) descent are categorized as non-White in many Western countries but counted as White on the US Census. Yet, it is not clear that MENA people see themselves or are seen by others as White. We examine both sides of this ethnoracial boundary in two experiments. First, we examined how non-MENA White and MENA individuals perceive the racial status of MENA traits (external categorization), and then, how MENA individuals identify themselves (self-identification). We found non-MENA Whites and MENAs consider MENA-related traits—including ancestry, names, and religion—to be MENA rather than White. Furthermore, when given the option, most MENA individuals self-identify as MENA or as MENA and White, particularly second-generation individuals and those who identify as Muslim. In addition, MENAs who perceive more anti-MENA discrimination are more likely to embrace a MENA identity, which suggests that perceived racial hostility may be activating a stronger group identity. Our findings provide evidence about the suitability of adding a separate MENA label to the race/ethnicity identification question in the US Census, and suggest MENAs’ official designation as White may not correspond to their lived experiences nor to others’ perceptions. As long as MENA Americans remain aggregated with Whites, potential inequalities they face will remain hidden.

For each individual in a human hybrid population there is a proportion μi, whose value is usually unknown, that expresses the fraction of his genes deriving from a specified parental population. The distribution of these individual proportions about the mean proportion μ is not known for any large hybrid population in man. It is of interest to know whether the population variance of individual proportions (μi) can be estimated from the variation between different, independent estimates of the mean proportion (μ).This possibility was tested with data on Negroes of the Oakland, California area, by the use of some of the principles of analysis of variance. Even with a large sample and the useful Duffy blood-group system to indicate admixture, almost no information about the population variance of individual proportions is provided by between-sample variation in estimates of μ. It is concluded that group data on admixture proportions usually do not give useful information about the population variance. It is further concluded that a recent estimate of this variance by Shockley is in error.

This paper presents national estimates of the population likely to identify with more than one race in the 2000 census as a result of a new federal policy allowing multiple racial identification. A large number of race-based public policies—including affirmative action and the redistricting provisions of the Voting Rights Act—may be affected by the shift of some 8–18 million people out of traditional single-race statistical groups. The declines in single-race populations resulting from the new classification procedure are likely to be greater in magnitude than the net undercount in the U.S. census at the center of the controversy over using census sampling. Based on ancestry data in the 1990 census and experimental survey results from the 1995 Current Population Survey, we estimate that 3.1–6.6% of the U.S. population is likely to mark multiple races. Our results are substantially higher than those suggested by previous research and have implications for the coding, reporting, and use of multiple response racial data by government and researchers. The change in racial classification may pose new conundrums for the implementation of race-based public policies, which have faced increasing criticism in recent years.
