The report provides a bleak assessment of life in post-war South Carolina, particularly for union men and blacks who “are at the mercy of a set of wretches, as unprincipled as they are cruel.” The war may have brought about the destruction of the Confederacy, relates the piece, but the outcome has had little impact on everyday life; the antebellum elite continues to rule over society and the ex-slaves are virtually powerless to defend themselves from violence perpetrated by whites.

A friend who is spending the winter in South Carolina for his health, writes us as follows from Charleston, as to the condition of the Freedmen and society generally among the chivalry. It is indeed a painful chapter of human degradation, treason, brutality and misery:

You know that any code of laws suited to a system of slavery must necessarily be barbarous, suited to the 14th or 15th century, but not to the 19th. Civil law here means power to the wealthy few to do as they please, but there is no law for the “poor white,” the Union man, or the Moke. Civil law whips for theft, hangs for larceny and burglary, and as you may have seen from the papers, they have a man now in Walterboro jail sentenced to death, for highway robbery, in that, he took while in our army, and upon a foraging expedition under orders, a wagon load of bacon. He was to have been hung on Jan. 4th or 7th, but an intimation having been given from the headquarters here that most probably their amusement would be interfered with, the Governor has respited him until Feb. 1st. A report of the investigation has been forwarded to the President; what he will do, who knows? The President has disapproved Gen. Howard’s order “to establish Bureau Courts where necessary,” in accordance with the Bureau bill, and consequently there is no protection of any kind for the Freedmen; they are at the mercy of a set of wretches, as unprincipled as they are cruel. What power the President has to set aside any provision of a law passed by Congress, we don’t know; [illeg] that as Commander in Chief of the Army, he can render any law of Congress a farce, by refusing the power necessary to enforce obedience, we do know, and we know also that this is just the situation here. The only thing the U. S. forces here now are doing, is aiding a half civilized people to reduce a defenseless herd to a worse condition than slavery ever was. Should Moke object to being shot and beaten, to being robbed, plundered and cheated, and exercise the right of self defense, these cowardly wolves call at once on the military for aid, in the name of civil law, and it is given; the President has ordered it. The officers of the Bureau are now mere advisory protectors no more, and are compelled to stand powerless and see, and listen, to acts and complaints that make the blood boil.

We’ll state a few instances of what is occurring all over the State. On Christmas eve and day, four Freedmen were murdered on the streets of this city, and a number more cut and stabbed. In Edgefield, on Friday, one of these kind, gentle massas, a high-toned chivalry, chopped the head off a Freedman with an axe.

Over near Lawtonville they work the Moke under the lash, as of yore, in the cotton field and at the port, and extend to him all the other kindnesses of the old system. One high bred Southern gentleman, brim full of the milk of human kindness, boasts that he has shot eighteen niggers. That dozens of these poor creatures are murdered and left to rot in the woods, of whom nothing is known, is true. While out shooting last winter within three miles of this town, we saw where a Moke had just been found with a rifle bullet through his head. When they cannot treat them with cruelty, they cheat and plunder them in every conceivable way. Any thing meaner than a S. C. planter, is impossible to imagine. What redress has Moke? None. If he dislikes this style of thing and complains, we can only say “go to a magistrate and make a complaint.” If he does so, he must give security in $200 or $300, to prosecute, or his complaint is not heard. This is the redress he has, and the satisfaction he gets, unless the certainty of feeling that he’ll be shot the first good opportunity, can be called satisfaction, a fact we don’t see in that light. There are a few localities in which the Justices(?) have some little humanity and regard for justice, but they dare not act. Should they act, and even express a desire to do justice to a Moke, any life insurance company would be warranted in cancelling their policy instanter. Another insuperable obstacle to anything like justice being done is the extensive ramification of the family relation. Suppose the whole of Franklin Co., divided into some hundred plantations and owned in one family connection; all the Mokes and poor whites (“tresh buccra”) under the old system would have been owned by that family connection. Now supposing all the property owners, actuated first by a deadly hatred to the government, second by a hatred to the Moke because he is free, and you see at once, that all the magistrates being members of that family, Moke or “tresh buccra” would have little to show. If they let him live, and shoot and beat him now and then, he ought to be satisfied. The last dodge in North Carolina is this: No one in N. C. who has ever been whipped can vote; therefore they are arresting all Mokes, for anything or nothing,–perjury is, you know, no crime in the South–and whipping them; and have announced their determination to whip every nigger in N. C., so as to disqualify him from voting for members of that convention. The N. C. delegation forgot to mention this amiable resolve in Washington, and so we had to send it on.

The last dodge in S. C. is this: A man sees a “likely nigger,” and preferring to have his services for nothing, swears out a warrant and has him arrested. Having let him lie in a S. C. jail for a few days, he goes to him, and offers to get him out, if he’ll agree to work for him six months or a year for nothing; of course Moke will do anything to get out, and we, from the moral obliquity of our vision, perhaps fail to see much difference between his former and his present condition. During the past week, the humane son of the jailor in this town, has with a club killed one and abused several freedmen in the jail. Suit will be brought against him to-morrow. High toned, honorable men, these moral church going community. Speaking of morals, you asked me what effect the female population of mixed blood was going to have on society here. I have looked somewhat into the matter since my return, from what I can learn, I believe there is hardly a young man here of Southern birth, who can afford the expense, who does not protect one of these girls, and few married men who have not two families. Miscegenation is practiced here. I know of nearly a dozen cases where the parties are married. These girls are many of them beautiful, many almost pure white, with blue eyes and light hair, of fine figures and lady-like appearance. Many of them are much whiter than the majority of pure whites, who seem to belong to the order of women known as scraggy, and are the color of a liver colored pointer, having tan colored paws and faces. But few children are born where these girls are protected by single men, while some of the old men have larger colored families. Nothing can be done to rectify this evil, as these girls will not on any account marry a man with a drop of “nigger blood” in his veins.

Thousands of the freed people here desire to quit the State. Many are going to Florida, some to Mississippi, and a large number to Texas. Northern men have purchased land in Florida, and are here now getting hands.

The people of Orangeburg rose and attempted to drive out the guard there, but the boys in blue having met Johnny before, formed, opened fire and cleared the streets in short order. There is a band there calling themselves “Dead Heads,” who have sworn to kill and drive out all freedmen from that section, and they have murdered four within a week. The cavalry, a detachment of Capt. William Brown’s Anotemicals, are after them.

That these people are slowly emerging from the darkness in which they have lived so long, is evinced by the passage of an act by the Legislature of this State, taxing all books, periodicals and papers coming from other States, twenty-five per cent. on their first cost, and by Georgia passing an act prohibiting all foreigners from holding real estate in that State—foreigners meaning all others than Georgians—which has since been reconsidered. Truly life among such a people is mere existence. Here in Charleston is the only spot where one can live with even a semblance of decency and comfort, and why? Because they know, that the troops once withdrawn, the freedmen would take this town and burn it in less than twenty-four hours. There is but one way to deal with this people, and that is the Irishman’s way with his wife. Appeal to them by the hair, expostulate with them by the shoulders, plead with them over the head. Add to this a sufficient quantity of moral suasion in the shape of bayonets and argumentative bullets, and something may be made of them in time. I would not have you understand that there is no leaven in this lump of the commonest humanity. There are among the young men, the soldiers, and to their credit be it said, they are heartily ashamed of the State, and will one and all quit it as soon as they can command the means. But the power, and the press and pulpit, are in the hands of an old, effete race, and young blood has no opportunity to make itself felt or heard.

That the colored race is doomed to extinction any observant man can see, and but few will be left to trouble the people of 1900. This fact that time will remove the cause of trouble, makes the trouble no less now. Time will cure the toothache, but it hurts at the time for all that. That the race is doomed is evident, and from these and other causes. They are incapable, or too careless to care for each other when sick. I have known them when sick of small-pox or pneumonia rise from their bed and go out into a cold, drizzling rain, yet feel it an outrage if compelled to do so. “We take care of she, we’s free as a frog, hab to take care of she, dats not bein free as a frog.” They care little for their children, and but few are being reared outside of the towns. They will leave their own sick and go any distance to nurse whites, and sit up with them night after night.

Borderlands of “Racial” Identity

Some Americans pretend that a watertight line separates the “races.” But most know that millions of mixed-heritage families crossed from one “race” to another over the past four centuries. Every essay in this collection tells such a tale. Each speaks with a different style and to different interests. But taken together, the seven articles paint a portrait, unsurpassed in the literature, of migrations, challenges, and triumphs over “racial” obstacles.

Stacy Webb tells of families of mixed ancestry who pioneered westward paths from the Carolinas into the colonial wilderness, paths now known as Cumberland Road, Natchez Trace, Three-Chopped Way, and others. They migrated, not in search of wealth or exploration, but to escape the injustice of America’s hardening “racial” barrier.

Govinda Sanyal’s astonishing research uses mtDNA markers to trace a single female lineage that winds its way through prehistoric Yemen, North Africa, Moorish Spain, the Sephardic diaspora, colonial Mexico, and finally escapes the Inquisition by assimilating into a Native American tribe, ending up in South Carolina. He fleshes out the DNA thread with documented genealogy, so we get to know their names, their lives, their struggles.

Cyndie Goins Hoelscher focuses on a specific family that scattered from the Carolinas. One branch fled to Texas, becoming friends with Sam Houston and participating in the founding of that state. Other bands fought in the war of 1812, or migrated to Florida or the Gulf coast. Nowadays, Goins descendants can be found in nearly every state and are of nearly every “race.”

Scott Withrow (the collection’s editor) concentrates on the saga of one individual of mixed ancestry. Joseph Willis was born into a community of color in South Carolina. He migrated to Louisiana, was accepted as a White man, founded one of the first churches in the area, and became one of the region’s best-loved and most fondly remembered Christian ministers.

S. Pony Hill recounts the historic struggles of South Carolina’s Cheraw tribe, in a reprint of Chapter 5 of his book, Strangers in Their Own Land.

Marvin Jones tells the history of the “Winton Triangle,” a section of North Carolina populated by successful families of mixed ancestry from colonial times until the mid-20th century. They fought for the Union, founded schools, built businesses, and thrived through adversity until the civil rights movement of 1955-65 ended legal segregation.

K. Paul Johnson traces the history of North Carolina’s antebellum Quakers. The once-strong community dissolved as it grew morally opposed to slavery. Those who stayed true to their faith migrated north. Those who remained slaveowners left the church. The worst stress was the Nat Turner event. Its aftermath helped turn the previously permeable color line into the harsh endogamous barrier that exists today.

In America, race is a riddle. The stories we tell about our past have calcified into the fiction that we are neatly divided into black or white. It is only with the widespread availability of DNA testing and the boom in genealogical research that the frequency with which individuals and entire families crossed the color line has become clear.

In this sweeping history, Daniel J. Sharfstein unravels the stories of three families who represent the complexity of race in America and force us to rethink our basic assumptions about who we are. The Gibsons were wealthy landowners in the South Carolina backcountry who became white in the 1760s, ascending to the heights of the Southern elite and ultimately to the U.S. Senate. The Spencers were hardscrabble farmers in the hills of Eastern Kentucky, joining an isolated Appalachian community in the 1840s and for the better part of a century hovering on the line between white and black. The Walls were fixtures of the rising black middle class in post-Civil War Washington, D.C., only to give up everything they had fought for to become white at the dawn of the twentieth century. Together, their interwoven and intersecting stories uncover a forgotten America in which the rules of race were something to be believed but not necessarily obeyed.

Defining their identities first as people of color and later as whites, these families provide a lens for understanding how people thought about and experienced race and how these ideas and experiences evolved-how the very meaning of black and white changed-over time. Cutting through centuries of myth, amnesia, and poisonous racial politics, The Invisible Line will change the way we talk about race, racism, and civil rights.

Three American families’ stories…

The Gibsons
The Gibsons were among the first free people of color in seventeenth-century Virginia, most of whom were free because their mothers were English and by law slavery followed the status of the mother. In the early l700s, as Virginia’s laws made it increasingly difficult for free blacks to own property and earn a living, the Gibsons left the colony for the southern frontier. When the Gibsons reached South Carolina in the 1730s, the colonial assembly worried.that they had come to organize a slave revolt. But after personally interviewing the family, the colonial governor granted them hundreds of acres of land in a Welsh and Scots-Irish community. After one generation they were neither black nor white-they were planters. In the nineteenth century, they rose to the heights of the Southern aristocracy. They sent their sons to Yale and had vast holdings of land and slaves near Vicksburg, Mississippi, Lexington, Kentucky, and Terrebonne Parish, Louisiana. Gibsons were rebel officers, powerful opponents of Reconstruction, and leaders of the New South.’ One became a United States Senator from Louisiana.

The Spencers
The Spencers’ story begins in the Appalachian Mountains. In an area that had more slaves and more free blacks than anywhere else in eastern Kentucky-largely because of a bustling salt mining industry there in the early 1800s-two free men of color began having children with a pair of white sisters who had recently moved from South Carolina. Shortly before one man, George Freeman, was prosecuted for interracial sex, the other man, Jordan Spencer-possibly Freeman’s brother or son-moved with his family one hundred miles deeper into the mountains. Even though he was visibly dark-skinned, his new community in Johnson County, Kentucky, decided that he could be white. His family hovered on the line between black and white for the rest of the century, farming and logging in a mountain hollow before heading into the coal mines.

The Walls
The Walls trace their roots to a wealthy plantation owner in Rockingham, North Carolina. Stephen Wall never married, but he had children with three of his slaves, In the 1830s and 1 840s, he freed his children and sent them to Ohio to be raised by radical Quaker abolitionists. He bought land for them, generously supported their education at places like Oberlin College, and willed them a lot of money. No one knows why. He kept their mothers in bondage. The children became ardent abolitionists and served in the Union Army and Freedmen’s Bureau. After the War, several moved to Washington, D.C., where they fought for civil rights and women’s rights and raised their families to expect nothing less than equality. But as Reconstruction gave way to Jim Crow, their children disappeared into the white world.

Most Americans, both black and white, believe that slavery was a system maintained by whites to exploit blacks, but this authoritative study reveals the extent to which African Americans played a significant role as slave masters. Examining South Carolina’s diverse population of African-American slaveowners, the book demonstrates that free African Americans widely embraced slavery as a viable economic system and that they—like their white counterparts—exploited the labor of slaves on their farms and in their businesses.

Drawing on the federal census, wills, mortgage bills of sale, tax returns, and newspaper advertisements, the author reveals the nature of African-American slaveholding, its complexity, and its rationales. He describes how some African-American slave masters had earned their freedom but how many others—primarily mulattoes born of free parents—were unfamiliar with slavery’s dehumanization.

This dissertation focuses on the lives and experiences of a small group of affluent free mulatto women in antebellum Charleston, South Carolina. Unlike their enslaved sisters we know very little about their community and the place they occupied in it. To comprehend the everyday world wealthy free women of color inhabited I begin by examining the origins of the wealthy free colored community in Charleston. I then investigate individual case studies of five wealthy free mulatto and black women and how their varying choices, made under differing degrees of societal duress, molded and formed their lives. Biographical sketches of Rachel and Martha Inglis, Nancy Randall, Hagar Richardson and Margaret Bettingall consider the different options each woman experienced under the same social, economic and racial framework. All five women (whose stories are told here for the first time) dealt with enslavement from either a personal perspective as slaves themselves, or as a recent memory in recalling a mother or grandmother’s bondage. Their stories relate how the lives of wealthy free women of color were paradoxical and how they often dealt with triumph and tragedy in the same instance.

Like the majority of wealthy southern white women who spent a portion of their time as sophisticated urbanites, wealthy free women of color also set out to participate as free people in a slave society. To fully share in the economic and social benefits of society these women made deliberate efforts to improve their station through education, religious participation, social institutions and caste and racial identification with their wealthy white neighbors. However, the oppressive nature of Southern slave society greatly thwarted their best efforts. As a result, free blacks basic rights were fundamentally denied. This examination of five wealthy free women of color will analyze the manner in which social, community and family relationships influenced the world these women occupied. Racial and class status were also defining creeds for free wealthy women of color. By probing into the importance of race and class affiliations in the free mulatto community a clearer portrait of racial hierarchy among the wealthy emerges.

The U.S. Census Bureau announced today that 2010 Census population totals and demographic characteristics have been released for communities in all 50 states, the District of Columbia and Puerto Rico. These data have provided the first look at population counts for small areas and race, Hispanic origin, voting age and housing unit data released from the 2010 Census. With the release of data for all the states, national-level counts of these characteristics are now available.

For each state, the Census Bureau will provide summaries of population totals, as well as data on race, Hispanic origin and voting age for multiple geographies within the state, such as census blocks, tracts, voting districts, cities, counties and school districts.

According to Public Law 94-171, the Census Bureau must provide redistricting data to the 50 states no later than April 1 of the year following the census. As a result, the Census Bureau is delivering the data state-by-state on a flow basis. All states will receive their data by April 1, 2011.

Highlights by Steven F. Riley

  • The United States population (for apportionment purposes)  is 308,745,538. This represents a 9.71% increase over 2000.
  • The U.S. population including Puerto Rico is 312,471,327.  This represents a 9.55% increase over 2000.
  • The number of repondents (excluding Puerto Rico) checking two or more races (TOMR) is 9,009,073 or 2.92% of the population. This represents a 31.98% increase over 2000.
  • The number of repondents (including Puerto Rico) checking TOMR is 9,026,389 or 2.89% of the population.  This represents a 29.23% increase over 2000.
  • Hawaii has the highest TOMR response rate at 23.57%, followed by Alaska (7.30%), Oklahoma (5.90%) and California (4.87%).
  • California has the highest TOMR population at 1,815,384, followed by Texas (679,001), New York (585,849), and Florida (472,577).
  • Mississppi has the lowest TOMR response rate at 1.15%, followed by West Virginia (1.46%),  Alabama (1.49%) and Maine (1.58%).
  • Vermont has the lowest TOMR population at 10,753, followed by North Dakota (11,853), Wyoming (12,361) and South Dakota (17,283).
  • South Carolina has the highest increase in the TOMR response rate at 100.09%, followed by North Carolina (99.69%), Delaware (83.03%) and Georgia (81.71%).
  • New Jersey has the lowest increase in the TOMR response rate at 12.42%, followed by California (12.92%), New Mexico (16.11%), and Massachusetts (17.81%).
  • Puerto Rico has a 22.83% decrease in the TOMR response rate and New York has a 0.73% decrease in the TOMR response race.  No other states or territories reported decreases.

There are several communities of white-Indian-Negro hybrids in South Carolina, the members of which do not fit into the biracial caste system upon which the state’s whole social structure is built. Similar groups are found in other states. Some of these are amalgamating with the Negroes, while others have won an intermediate status as “Inidans.” Those in South Carolina have resisted both of these accommodations and have persistently fought for white status. Their present position in etiquette and is local institutions, such as churches and schools, is a particular one, being the status of neither Negroes nor whites.

There are in South Carolina today fully five thousand people—perhaps even ten thousand—who do not fit into the biracial caste system upon which the state’s whole social structure is built. These out-castes insist that they are white, and they claim the privileges and courtesies of white people. Some of them, if pressed, will not deny a strain of Indian, though they take no pride in the fact; and most of them are offended even at that suggestion. The dominant whites, on the other hand, are convinced that there is a trace of Negro blood in them and, on the theory that “one drop of Negro blood makes one a Negro,” are reluctant to accept them and regard their claim to white status with various and mixed emotions, ranging from amusement to horror.

This failure of a sizable group of people to fit into the social system creates many problems. It is, in fact, a threat to the whole structure, undermining the popular faith that the system functions adequately and will continue to function forever. “We simply cannot admit them to the white schools,” confessed one trustee, “because, if we did, pretty soon the Negroes would want to come in, and then where would we be?” The same question arises with respect to churches, hospitals, political parties, parks, playgrounds, moving pictures, hotels, restaurants, clubs, and cemeteries. These institutions, in all of which rigid racial segregation is the rule, are operated upon the assumption that every person is either white or black and that there are absolute criteria to determine in which group one belongs. It is so with regard to the etiquette of race relations. “I wish you would tell me what these Brass Ankles are,” said a bank teller, “so I would know whether to ‘mister’ them or not.” Most disturbing of all is the threat to the assumed purity of the white race; for if these doubtful ones are being absorbed without dire consequences, as seems to be the case, what is to prevent an inundation of Negro blood?

These outcastes, whom I call “mestizos,” are designated by a wide variety of names, none of them flattering. In Richland County they are known as “Red Bones.” In one section of Orangeburg County they are “Red Legs”; in another, “Brass Ankles.” The degrading name “Brass Ankle” is also commonly used in Dorchester, Colleton, Berkeley, and Charleston counties. In Sumter they arc called “Turks”; in Bamberg, “Buckheads”; while in Marlboro, Dillon, Marion, and Horry they are “Croatans,” a name that is sometimes shortened to the even more unflattering “Cro.” In Chesterfield they are known as “Marlboro Blues,”a slur on the adjoining county, whence they came. After 78 years of harboring a less than well-kept secret, Essie Mae Washington-Williams proclaimed that by publicly naming South Carolina‘s Strom Thurmond, the once fiery segregationist senator and Dixiecrat presidential candidate as her father, for the first time she felt “completely free.” Her story garnered massive news coverage, not because the sexual exploitation of her 16-year-old black mother, Carrie Butler, by the 22-year-old Thurmond in whose household Butler worked as a maid was different from numerous other examples of lustful hypocrisy. The attention came because the late senator built his career on virulent racism, espousing the evils of race-mixing before moderating those views after he was well past his political prime. The kind of hateful rhetoric that Thurmond was good at caused many black men to lose their lives at the end of a rope, strung from a Poplar or Pecan or Live Oak tree. Their crime? It was to be accused of a liaison with a white woman or even of taking a wayward glance at one…

McDonald Furman, a descendant of Richard Furman, was a history enthusiast with a taste for anthropology. Regarded as an eccentric by contemporary South Carolinians, he was held in high regard by the Smithsonian Institution Bureau of Ethnology. His research on South Carolina blacks and Indians fascinated the noted ethnologists Albert Gatschet and James A. Mooney.

Today, Furman’s work is not easily accessible. He never published a book or even a lengthy article, and said that his aim was “every now & then, to write short and pointed articles about some historical subject.” Most of these appeared in the Sumter Watchman and Southron, The State, and the News and Courier, and they are now scattered through microfilmed newspapers and clippings in archival collections.

Furman’s papers are one of the South Caroliniana Library’s oldest accessions. Included in the original accession of 424 manuscripts are his diary (1878-1903) and drafts of his articles. Two boxes of letters about publication of the state’s colonial records and McCrady’s history of the Revolution reflect Furman’s life-long interest in South Carolina history and politics. They include letters from William A. Courtenay and Edward McCrady.

Recently, the library added 133 Furman letters and clippings relating to his fascination with the Sumter County “Redbones” or “Old Issues.” He wrote many letters and articles trying to track down the history of these strange people who lived in Privateer Township near Furman’s plantation. As he explained to his readers, “They are a mixed race and have never been slaves. They are supposed to be descendants of Indians and negroes, but nothing is definitely known of their origin.”…
