In recent years there has been an increasing feeling, on the part of both geneticists and physical anthropologists, that genetical methods ought to be applied to the problems of the classification of man, and a number of proposals to this effect have been made. Nevertheless, new books of anthropology, as they have been published, have been found to contain much the same old classifications based on morphological characteristics, skin color, etc., even though the authors may have started with the announced intention of making use of the newer methods. It is clear that many a worker, attempting to apply genetical methods of taxonomy to man, has been disappointed, and, in fact, one scientist, formerly quite active in the field of physical anthropology, has now given it up, and announced in a letter to me: “I tried to see what blood groups would tell me about ancient man, and found the results very disappointing.”

A careful analysis of the situation will show that such disappointment is based largely on two circumstances. First, there is the fact that the blood grouping genes affect invisible serological characteristics of the individual, and are thus never visible to the naked eye. It is to be feared that we are all too much inclined to be impressed by the visible as opposed to the invisible. Second, there is the fact that the layman’s concept of race (which is that the human species can be divided up by valid, scientific methods, into various groups that are pretty different from each other and which will look pretty different from each other) has been unconsciously retained by many scientific workers, and the hypothetical dissenting readers are unconsciously expecting that the new system we propose to introduce will also provide us with startling differences in the appearance and behavior of the different “races” we define, and will feel let down to discover that the new classification does not, when all is said about it, reveal any very dramatic results.

If the blood grouping genes had affected, not characteristics of the blood, but prominent morphological or physical characteristics such as the shape of the head, color of the skin, etc., there cannot be the slightest question that they would already have been made the chief basis of a racial classification and would have been considered entirely adequate for that purpose.

Equivalence of Genes

From our knowledge of genetics we may see that there is nothing fundamentally different between the blood grouping genes as genes, and the genes which do affect morphological features. It is simply a historical accident that fairly adequate information was obtained about the mode of transmission of blood grouping genes before any information at all equivalent in amount or value was obtained about the genes affecting physical appearance.

In view of these facts, and since there seems to be no reason to suppose that the location of a gene in a chromosome, or the nature of the particular chromosome in which the gene resides, determines in advance the main or even the subsidiary characteristics which are to be influenced by the gene, it might be instructive to let our imaginations roam a bit. The outwardly observable effects of the blood group genes are, so far as we know, zero. At a meeting of the Canadian Institute, Toronto, Jan. 24, Mr. D. R. Keys, M.A., read on behalf of Mr. A. F. Chamberlain, M.A., fellow in Clark University, Worcester, Mass., a valuable and interesting paper entitled “African and American: the Contact of the Negro and the Indian.” He said that the history of the negro on the continent of America has been studied from various points of view, but in every case with regard to his contact with the white race. It must therefore be a new as well as an interesting inquiry, when we endeavor to find out what has been the effect, of the contact of the foreign African with the native American stocks. Such an investigation must extend its lines of research into questions of physiology, psychology, philology, sociology, and mythology.

The writer took up the history of the African negro in America in connection with the various Indian tribes with whom he has come into contact. He referred to the baseless theories of pre-Columbian negro races in America, citing several of these in illustration. He then took up the question ethnographically, beginning with Canada. The. chief contact between African and American in Canada appears to have taken place on one of the Iroquois reservations near Brantford. A few instances have been noticed elsewhere in the various provinces, but they do not appear to have been very numerous. In New England, especially in Massachusetts, considerable miscegenation appears to have taken place, and in some instances it would appear that the Indians were bettered by the admixture of negro blood which they received. The law which held that children of Indian women were born free appears to have favored the taking of Indian wives by negroes.

On Long Island the Montauk and Shinnacook Indians have a large infusion of African blood, dating from the times of slavery in the Northern States. The discovery made by Dr. Brinton, that certain words (numerals) stated by the missionary Pyrlaeus to be Nanticoke Indian were really African (probably obtained from some runaway slave or half-breed), was referred to. In Virginia some little contact of the two races has occurred, and some of the free negroes on the eastern shore of the Chesapeake peninsula show evident traces of Indian blood. The State of Florida was for a long t1ime the home of the Seminoles, who, like the Cherokees, held negroes in slavery, One of their chiefs was said, in 1835, to have had no fewer than one hundred negroes. Here considerable miscegenation has taken place, although the authorities on the subject seem to differ considerably on questions of fact. In the Indian Territory, to which Cherokees, Seminoles, and other Indian tribes of the Atlantic region have been removed, further contact has occurred, and the study of the relations of the Indian and negro in the Indian Territory, when viewed from at sociological standpoint, are of great interest, to the student of history and ethnography. The negro is regarded in a different light by different tribes of American aborigines. After mnentioning a few isolated instances of cointact in other parts of the United States, the writer proceeded to discuss the relations of African and Indian mythology, coming to about the same conclusion as Professor T. Crane, that the Indian bas probably borrowed more from the negro than has the negro from the Indian. The paper concluded with calling the attention of the members of the institute to the necessity of obtaining with all possible speed information regarding (1) the result of intermarriage of Indian an negro, the physiology of the offspring of such unions; (2) the social .status of the negro among the various Indian tribes, the Indian as a slaveholder; (3) the influence of Indian upon negro and of negro upon Indian mythology.

Probably no other scientific concept  has been so notorious for vagueness and ambiguity as that of race. Certainly none has been more unceremoniously exploited as a cloak for prejudice and malevolence. And this despite the fact that anthropologists and biologists have studied races in man and in other organisms for more than a century and a half. A very heartening break in this situation has, however, become apparent within the past decade or two. The rapid advances in population genetics have shed new light on race as a biological phenomenon and as a stage of the evolutionary development of sexually reproducing species. It was, then, only a question of time when the study of races of man would be revised and revived under the impact of modern population genetics. This reformation of the raciological thinking in anthropology is now at hand. The first and the second of the three books under review are the harbingers of a new era. The third is a useful anthology of raciological writings covering the late eighteenth century up to the modem era.

Professor Count’s anthology provides a historical perspective and a contrasting background against which the modern reform will stand out in bold relief. From its very inception, the race concept has suffered from an inner contradiction (not to speak of its perennial misuse for political propaganda purposes). Race has been a practical and convenient category of classification, with the aid of which the diversity of human types could be efficiently described and neatly pigeonholed. For this purpose it is useful to set up so-called racial “types.” The types are arrived at by estimation, or by calculation, of averages of various traits observed in the samples of individuals examined. No objection could be raised against this procedure if it were used solely as a technique of cataloguing. But a type once created has an insidious way of dominating its maker. It becomes “the race” a sort of noumenon of which the existing individuals are only imperfect representatives. Needless to say, such a race concept is basically antievolutionist, as well as incompatible with Mendelian genetics. And yet the idea of change and development has been a part of anthropological thinking since the times of Buffon, Kant, and Blumenbach. Darwin entitled his great work The Origin of Species; origin of races would have been no striking novelty either to anthropologists or to biologists.

An uneasy compromise was arranged between the contradictory concepts of race as an abstract but stable type and race the ineluctably changing biological reality. This compromise involved the assumption that there existed at some obscure time in the past so-called primary races, which were supposedly “pure” and conformed to their ideal types. The primary races engaged, however, in long-continued miscegenation; the miscegenation has not only resulted in numerous “mixed” or “secondary” races, but also engulfed and largely obliterated the pure primary ones. The latter can be discerned at present, in the words of an outstanding living anthropologist (Howells), only “by a process of personal estimation which is reminiscent of divination.” Another trouble with the pure primary races is that a pure race makes no sense at all from the standpoint of genetics, except in asexually reproducing organisms. In sexual and cross-fertilizing species such as man, no two individuals are likely to have the same genotype; parents and offspring, as well as brothers and sisters, are genetically different Nevertheless, the compromise has continued down to our day, long after it has lost every semblance of justification. Professor Count might have saved a not-inconsiderable number of pages of his anthology by deletion of some of the more recent lucubrations concerning this topic.

Professor Boyd’s book contains a detailed, in places caustic, and altogether devastating critique of the abuses of old-fashioned raciology. But Boyd in certainly not one of those who need to conceal their intellectual sterility by being severely critical of the work of others. His book is primarily constructive. The central idea is that every human being is a member of a biological community within which marriages are concluded. Such a community, termed Mendelian population or isolate, possesses a gene pool, from which the genes of the individuals are drawn, and to which some of them are returned unless the individual dies childless. Mankind, the human species, is the most inclusive Mendelian population. It is, however, a very complex system of isolates, kept apart by geography or by social forces. It happens that these subordinate populations often differ in relative frequencies of genes for various traits in their gene pools. Such different populations are races. The history of the negro on the continent of America has been studied from various points of view, but id every instance with regard alone to his contact with the white race. It must be, therefore, a new. its well as an interesting, inquiry, when we endeavor to ascertain what has been the effect of the contact of the foreign African with the native American stocks. Such an investigation, to be of great scientific value, in the highest sense, must extend its lines of research into questions of physical anthropology, philology, mythology, sociology, and lay before us tbe facts which alone can be of use. S0 little attention has been paid to our subject, in all its branches, that it is to be feared that very much of great importance can never he ascertained; but it is the object of this essay to indicate what we already know, and to point out some questions concerning which, with the exercise of proper care, valuable data may even yet be obtained.

It is believed that the first African negro was introduced to the West Indies between the years 1501 and 1503; and since that time, according to Professor N. S. Shaler, there have been brought across the Atlantic not more than “three million souls, of whom the greater part were doubtless taken to the West Indies and Brazil.” Professor Shaler goes on to say, ”It seems tolerably certain that into the region north of the Gulf of Mexico not more than half a million were imported. We are even more at a loss to ascertain the present number of negroes in these continents: in fact, this point is probably indeterminable, for the reason that the African blood has commingled with that of the European settlers and the aborigines in an incalculable manner. Counting as negroes, however, all who share in the proportion of more than one-half the African blood, there are probably not less than thirty million people who may be regarded as of this race between Canada and Patagonia.” Such being the case, the importance of the question included in the programme of investigation of the Congrés das Américanistes— “Pénétration des races africaines en Amérique, et specialetnent dans l’Amérique du Sud”—becomes apparent, and no insignificant part of it is concerned with the relations of the African and the native American…

The annual meeting of the American Anthropological Association was held in the United States National Museum, Washington, D. C., December 27-30, 1911, in affiliation with Section H of the American Association for the Advancement of Science and the American Folk-Lore Society. The attendance was good and the program exceptionally long and interesting. The most important features were the two symposia: (1) “The Problems of the Unity or Plurality and the Probable Place of Origin of the American Aborigines, ” discussed by J. W. Fewkes, A. Hrdlieka, W. H. Dall, J. W. Gidley, A. H. Clark, W. H. Holmes, Alice C. Fletcher, Walter Hough, Stansbury Hagar, A. F. Chamberlain and R. B. Dixon; and (2) “Culture and Environment,” discussed by J. W. Fewkes, Clark Wissler, Edward Sapir and Robert H. Lowie. The first of these two discussions is printed in full in the January-March issue of the Anthropologist, and the second will appear in the April-June issue. Dr. J. Walter Fewkes presided at the six sessions in charge of the American Anthropological Association; also at the single session of the American Folk-Lore Society, in the absence of Professor Henry M. Belden, president of that society. Professor George T. Ladd, vice president of Section H, was chairman of the single session in charge of the section. The social functions to which members of the affiliated societies were invited included: a reception by Dr. and Mrs. Robert S. Woodward at the Carnegie Institution, a reception at the New National Museum, and the opening of the Corcoran Gallery of Art…

Immigration.—Since we have a serious negro problem is it reasonable that this problem be made more difficult by admission into the United States each year of an increasing number of un-Americanized immigrant alien negroes.

There are no United States laws against such immigration. Just short of 40,000 such persons have come to this country in the last ten years; in 1911 we received 6,721. They come from near at hand-three fourths coming from the West Indies. The West Indies have nearly 6,000,000 negroes, any of whom may come to the United States. America debars oriental peoples, not because they are inferior, but because they and their culture are so different from American people and culture. For the same reason we should exclude the “African black.” He should also be excluded because his admission is unfair to the white and also to the negro American-since he makes even more difficult one of America’s most perplexing problems.

Miscegenation.—There are two forms of negro-white miscegenation: (1) Legal marriage, permitted permitted in twenty-three states where the unions are largely between negro men and white women; (2) illegal, more or less temporary unions, usually between white men and negro women. Investigation in a certain area shows that 65 per cent. of the white wives of negro men are foreign born girls—usually of Teutonic peoples. Over two per cent. of children are born to these marriages. The result of both these forms of miscegenation is an increasing number of mulattoes cemented by color and prejudice to the negro race, while by inheritance they are endowed to a considerable degree with Anglo-Saxon initiative, will, ideals and desire for a square-deal—which, because of their color, they can seldom get. These mulattoes are the migrants in the north and west of the United States; they are more migrant than the restless, foot-free white American. The mulatto is the chief factor in the negro problem; the problem is bound to increase, then, in geographic area, in number of discontented negroes, and in its intensity, hand in hand with the increased flow of Anglo-Saxon blood into the veins of this new American man. All forms of miscegenation between the two races should be made a felony, punishable for one offence; and the father of children born to one white and one negro parent should be held to support and educate such children.

Who is a Negro?—The negro should be defined uniformly, so that there would be no question of the legal and racial status of any given person, no matter in what commonwealth he may be. To-day there is no such uniformity of laws.

Murderous Race Riots.—The white man ‘s passion against the offending, or suspected, negro is often nothing short of blood vengeance against the negro race. This is seen in the fact that assault against the virtue of a white woman is only one of some three dozen offences for which negroes are annually lynched. In many of these lynchings and burnings murder is not committed in the frenzy of the moment; the mob starts out to lynch or burn-the crime is premeditated. If America is to train her annual armies of immigrant recruits into law-respecting and law-abiding citizens, she must punish to the limit necessary all participants in murderous race riots.

Education.—Each negro child should have, so far as public and private schools are concerned, an equal opportunity with the white child to make of himself all that he is capable of being.

Investigation.—A commission should be selected to study every aspect of the negro problem. This commission might well be financed by private funds so as to keep it from the almost certain bias of politics and sectionalism…

In a recent issue of Science (1), Santiago Genovés of the University of Mexico discourses at some length concerning a paper of mine published in the Mankind Quarterly last year (2). Genovés objects to my criticism of Klineberg’s chapter “Race and psychology,” included in the UNESCO publication The Race Quesion in Modern Science (ed. 2, 1956). He confuses the issues through bad logic and too much vehemence What I actually did in my paper was to show, I think conclusively, that the evidence for no race differences presented by Klineberg is far too meager, too ambiguous, and too inconclusive to justify his sweeping assertion that “the scientist knows of no relation between race and psychology ” My paper would have been “unscientific racism” (Genovés’s term) only if its main purpose had been to support the doctrines of a “master race” or “chosen people.” As its aim was simply to point out the flimsy nature of Klineberg’s data, it is a legitimate enterprise,  unless one considers any criticism of equalitarianism to be morally untenable.

Genovés is critical of my view that widespread Negro-white hybridization has in the past led to illiteracy, social and economic backwardness, and degeneracy. He assumes that I condemn all race mixing, which is untrue. Most racial hybrids are viable, and many are successful people, as witness the Hawaiian-Chinese and Japanese-American crosses in Hawaii. But one need go no farther afield than the West Indies. Central America, and parts of South America to be convinced of the bad effects of Negro-white crosses when these are numerous. My concern was…

Under the comprehensive title chosen, it is my intention to discuss a single problem fundamental to studies of the colored population of the United States: the physical constitution of the American negro.

Students of the negro are aware of the lack of knowledge concerning this problem. Careful determination of the racial elements of the individual or group has been carried out in exceptional cases by relatively few investigators. A number of researches, economic, social, medical, have been completed or are now in progress, the results of which may be directly influenced by the factor of racial constitution, and this factor is generally unknown. The literature of the American negro abounds in contradictory claims concerning his native ability, his endurance of city life, resistance to disease, etc. Throughout the literature the environmental factors are usually recognized, the constitutional element commonly neglected, and to this circumstance some of the opposing results may be attributed.

The colored hybrids and pure-blood negroes are generally dealt with as a biological unit, when in fact the negroid population of the United States is composed of many different types. The hybrid is distinguished biologically from the white and from the negro, but society tries to make him a negro; and as a negro be enters into various records which are used as sources for study. Under such circumstances the conclusions of s research not only fail to convince but often add further complications to the question. Negro problems of importance in their relation to all elements of the population are undertaken without consideration of the racial mixtures of the groups used in the study.

Attempts to differentiate pure negroes and hybrids present many difficulties and it is recognized that the criteria used are inadequate. Further reparation of the hybrids into the subgroups resulting from successive intermixtures with whites or blacks offers greater difficulties and permits less definite conclusions…

Professor H. S. Jennings in his recent book on “The Biological Basis of Human Nature” devotes a chapter to the subject of race mixture and its consequences. Considering first the purely physical results, he mentions both advantages and disadvantages resulting from wide racial crosses. As an advantage he reckons hybrid vigor and the covering up in the immediate offspring of any recessive defects which may be present in cither parent race. As a disadvantage he mentions possible disharmony in details of structure. It is to this latter point that I wish to give brief consideration, as it is a matter of considerable biological importance apart from its human interest Jennings says, on page 280:

Working probably to the disadvantage of some race mixtures in man is the fact that certain human races differ in such ways that union of their characteristics may yield combinations that are in details inharmonious. In the mixture of races found in the United States, as Davenport has pointed out, some of the stocks differ greatly in physique from others. Some are smaller, having organs that go with a small body—small heart, small kidneys, small jaws, small teeth; such on the whole are the racesj that come from the Mediterranean region of Europe. Others have large bodies, with large kidneys, heart, jaws, teeth, and other organs.

Judging from what occurs in other organisms, when such diverse races are crossed, the offspring, receiving genes from both sides, may well develop combinations of parts that lack complete harmony. If a large body is combined with small kidneys, the latter may be insufficient for the needs of the individual. Or a large body might be combined with a small heart that would not keep the blood properly circulated. Large teeth, resulting from the genes of one parent, may be crowded in a small jaw that results from the genes of the other parent. In consequence the teeth decay. Partly to it, Davenport (by whom the examples) given above are suggested) ascribes the prevalence ut defective teeth in the United States. According to him, crowded and defective teeth are less common in nations with races less mixed.

It is difficult to measure with certainty lack of harmony between body size and size of kidney or heart, so that direct proof that the possible inharmonious combinations mentioned above actually occur in man as a result of mixture of races is not available. But the occurrence of inharmonious combinations of certain bodily parts as a result of race crossing has been observed both in man and in other organisms. A striking case of this kind in the dog—comic rather than tragic in its consequences—is described by Lang. A great St. Bernard dog was crossed with a dachshund. Some of the progeny had the large heavy body of the St. Bernard, resting on the short crooked legs of the dachshund. The result (figure 49) was neither beautiful nor efficient.

Providing the original stock is sound, inbreeding among human beings results in no deterioration, physical or mental. Nor does mixture of widely differing races produce an inferior type.  Such are the conclusions of Dr. Harry L. Shapiro, ethnologist of the American Museum of Natural History, from a recent study of the inhabitants of Norfolk Island, a small island north of New Zealand.  They are the Tahitian-English half-castes whose history dates back  the mutiny of the crew of the ship Bounty in 1789.  At pesent there are more than 600 of these islanders and they are the descendants of twelve Tahitian women and nine Englishmen, part of the mutinous crew.

In 1789 the crew of the Bounty, a vessel sailing in the southern Pacific, mutinied, casting the captain adrift in a small boat and making for Tahiti. Here nine of the crew, fearing capture, sailed to Pitcairn, a small uninhabited island east of Tahiti. They took with them twelve Tahitian women and nine Tahitian men.  On Pitcairn the women were divided among the Englishmen as wives.  The Tahitian men were allowed no women. This lead to jealousy and the Tahitian men where killed, leaving no descendants.  The Tahitian women and the Englishmen all of them sound stock established a  line of half-castes.  They were completely isolated and they multiplied rapidly.

By 1856 the population was to great for the small space of Pitcairn. More that 150 moved to Norfolk Island which was at that time uninhabited. To-day there is a population of 600 on Norfolk Island and 175 on Pitcairn, all descendants of the original Tahitians and English.  It is of the Norfolk Islanders that Dr. Shapiro has made a study.

Dr. Shapiro has found these islanders to be of sound physique, taller than the average English and Tahitians, and of good mentality.  There is only one feeble-minded person, he said, on Norfolk Island.  Their education has of necessity been rudimentary for generations, but they are now provided with teachers by the Australian Government under the jurisdiction of which they come.  And the teachers are getting excellent results.

Thus, according to Dr. Shapiro, the Norfolk Islanders prove that, when the stock is sound to begin with, intensive in-breeding makes for no decrease in stamina.  Likewise, race mixture, in his opinion, brings go deterioration.

The idea that the half-caste is inferior, he maintained, comes largely from the fact that pure races have always look down on the half-caste. In Norfolk Island, he said, the half-caste has a chance to show his worth, for there is no discrimination against him, as the entire population is half-caste.  And Norfolk Island, he pointed out, is one of the only places in thw world with no stigma is attached to half-castes.

The development of the American nation through amalgamation of diverse European nationalities and the ever-increasing heterogeneity of the component elements of four people have called attention to the anthropological and biological problems involved in this process. I propose to discuss here these problems with a view of making clear the hypothetical character of many of the generally accepted assumptions. It will be our object to attempt a formulation of the problens, and to outline certain directions of inquiry, that promise a solution of the questions involved, that, at the present time, can not be answered with scientific accuracy. It is disappointing that we have to accept this critical attitude, because the events of our daily life bring before our eyes constantly the grave issues that are based on the presence of distinct types of man in our country, and on the continued influx of heterogeneous nationalities from Europe. Under the pressure of these events, we seem to be called upon to formulate defnite answers to questions that require the most painstaking and unbiased investigation. The more urgent the demand for final conclusions, the more needed is a critical examination of the phenomena and of the available methods of solution…

…I think we have reason to be ashamed to confess that the scientific study of these questions has never received the support either of our government or of any of our great scientific institutions; and it is hard to understand why we are so indifferent towards a question which is of paramount importance to the welfare of our nation. The anatomy of the American negro is not well known; and, notwithstanding the oftrepeated assertions regarding the hereditary inferiority of the mulatto, we know hardly anything on this subject. If his vitality is lower than that of the fullblooded negro, this may be as much due to social causes as to hereditary causes. Owing to the very large number of mulattoes in our country, it would not be a difficult matter to investigate the biological aspects of this question thoroughly; and the importance of the problem demands that this should be done. Looking into a distant future, it seems reasonably certain that with the increasing mobility of the negro, the number of fullbloods will rapidly decrease; and since there is no introduction of new negro blood, there can not be the slightest doubt that the ultimate effect of the contact between the two races must necessarily be a continued increase of the amount of white blood in the negro community. This process will go on most rapidly inside of the colored community, owing to intermarriages between mulattoes and full-blooded negroes. Whether or not the addition of white blood to the colored population is sufficiently large to counterbalance this leveling effect, which will make the mixed bloods with, a slight strain of negro blood darker, is difficult to tell; but it is quite obvious, that, although our laws may retard the influx of white blood considerably, they can not hinder the gradual progress of intermixture. If the powerful caste system of India has not been able to prevent intermixture, our laws, which recognize a greater amount of individual liberty, will certainly not be able to do so; and that there is no racial sexual antipathy is made sufficiently clear by the size of our mulatto population. A candid consideration of the manner in which intermixture takes place shows very clearly that the probability of the infusion of white blood into the colored population is considerable. While the large body of the white population will always, at least for a very long time to come, be entirely remote from any possibility of intermixture with negroes, I think that we may predict with a fair degree of certainty a condition in which the contrast between colored people and whites will be less marked than it is at the present time. Notwithstanding all the obstacles that may be laid in the way of intermixture, the conditions are such that the persistence of the pure negro type is practically impossible. Not even an excessively high mortality and lack of fertility among the mixed type, as compared with the pure types, could prevent this result. Since it is impossible to change these conditions, they should be faced squarely, and we ought to demand a careful and critical investigation of the whole problem…
