 In the 1970s and 1980s, the world was touched by the stories of Amerasian children, the offspring of U.S. military personnel stationed in Asia and the Pacific in the aftermath of World War II, and during the Korean and Vietnam wars. Many of these children were born to impoverished prostitutes who worked on the outskirts of the American military bases, and left behind by their American fathers as soon as their deployment ended.

In 1982, the United States Congress passed the Amerasian Act to allow Amerasian children and their parents from Vietnam, Korea, Thailand, and other Asian countries, to relocate to the United States. One of the exceptions was the Philippines, where the United States military maintained active military bases into the 1990s (Japan was also left out of the legislation). Children of U.S. soldiers and Filipino citizens are not covered by the Amerasian Act — they have to be claimed by their American fathers to be permitted to claim a right to relocate or take advantage of the Child Citizenship Act, which gives citizenship rights to children of American citizens.

…An estimated 50,000 Amerasians live in the Philippines today. As in other Asian countries, these mixed-race young people (especially kids of African American servicemen) often face discrimination and are ostracized. Some were abandoned as infants, and many are teased for being “illegitimate” children of presumed prostitutes and fathers who abandoned them. They are routinely labelled “Iniwan ng Barko” (left by the ship)…

Manila, Philippines (CNN) — When Susie Lopez, 43, was a little girl she would run outside her home in Angeles City, near the U.S. Clark Airbase in the Philippines, every time she heard a plane fly by.

“I would say ‘bye bye, Dad’ because the only thing I knew about my father was my dad was riding a plane,” she recalls.

The daughter of an American naval pilot and a Filipino mother, Lopez is one of an estimated 52,000 “Amerasians” fathered by American military servicemen during the decades the U.S. Navy and Air Force had bases in the Philippines.

The majority of their mothers worked as bar girls in the area’s thriving “rest and recreation” industry, where soldiers were their regular clients. When the American military left the bases in the early 1990s, these children were left behind.

On March 4, in honor of International Amerasian Day, a group of 60 Filipino Amerasians from the cities surrounding former bases will celebrate in a special way. Their “100 Letters to our Fathers” campaign will see the group – whose members range from teenage to those in their 50s—reach out with messages of love and hope to fathers almost all of them never knew. Many of the handwritten letters will be read aloud and will be accompanied by their photos and a short video showing conditions Amerasians have faced…

…They were stigmatized for being illegitimate and for being the children of prostitutes. Amerasians fathered by African American soldiers say they suffered the most extreme prejudice.

Brenda Moreno, 44, does not know the name of her African-American father or her mother. She does not know where she belongs.

She remembers a childhood where she hid at home because she looked different. “They see my color and my hair and they tease me ‘negra’. I am always crying because I don’t feel good. I tell them when I grow up I am going to change my blood so I am going to be white,” she recalls…

Alex Magno, Professor of Political Science at University of the Philippines, explains that this racial prejudice is deeply-rooted, but was strengthened by the country’s colonial past.

“We long ago considered the Malayo-Polynesian tribes superior and the Negrito tribes inferior,” he says. “Hispanic culture merely reinforced that prejudice with its Eurocentric paradigm. Superimpose Hollywood. The standard of beauty is fair skin, tall nose, straight hair.”

Growing up with such a lack of acceptance and economic hardship has taken an emotional and psychological toll on many.

According to a three-year study conducted by Dr. Peter Kutschera, Director of the Philippine Amerasian Research Institute in Angeles City, “we have a severely socioeconomically impaired population, especially among Africans, who contend with serious physical and mental stress issues, including homelessness, alcohol and drug abuse.”…

This essay examines how the Manila-Acapulco galleon era (1565-1815) under Spanish colonialism forged the early mestizaje between Filipino Indio men and Mexican Indian and mixed race women, which produced children who became the first multiethnic Mexican-Filipinos in Nueva España (Mexico). This story is juxtaposed with current migrations of Filipinos to Mexico via the vacation cruise liners, which share a story of contemporary mixing between Filipinos and Mexicans. By acknowledging both their identities and looking to the past, these modern day multiethnic Mexipinos and Filipinos connect to a long historical web of interconnectedness which underpins the mestizaje that began in the sixteenth century.

The Fear of Colonial Miscegenation in the British Colonies of Southeast Asia

Between 1820 and 1923, European and American travelogue writers in the Southeast Asian British Colonies looked down upon Europeans participating in miscegenation with local women. They felt that it was a “barbaric” institution, and if Europeans participated in miscegenation, they were destroying the racial hierarchy that had been established during colonialism. They feared miscegenation would blur the racial lines that had been used as the basis for control over the colonies. Miscegenation also produced children of mixed races, called Eurasians. Eurasians became a separate class, however, the British and Southeast Asians did not know how to classify and treat them. Eurasians were not accepted by Europeans or Southeast Asians, they were a group of people not even recognized as a class. Why did the European and American travelogue writers fear miscegenation between Europeans and Southeast Asians? By examining European and American travelogues, I will argue that in the Southeast Asian British Colonies between the years 1820-1923, British and American travelogue writers feared miscegenation between Europeans and Southeast Asians because it challenged the existing racial structures.

For this paper I will rely exclusively on the Travelogues of Europeans and Americans. They provide a window into the culture of Southeast Asia which Southeast Asians themselves did not write about. Southeast Asian culture was new and different to European and American travelogue writers, however. As such, they documented extensively what which was foreign or strange to them. Though relying exclusively on travelogues limits this paper by excluding the Southeast Asian perspective, my purpose is to analyze the European and American perspective on Southeast Asian culture. Travelogues proved the best source for such analysis.

For the history of miscegenation in Southeast Asia, I will mainly rely on John G. Butler’s The British in Malaya 1880-1941: The Social History 0f a European Community in Colonial South-East Asia. According to Butler, colonial miscegenation came about due to the necessity for female companionship. He goes on to speculate that concubinage occurred mainly in rural settings, and that these woman not only provided companionship, but they also helped acclimate European men to their new Southeast Asian settings. Later in his book, Butler describes how concubinage began to decline in the early twentieth century as Europeans in Southeast Asia began to make more money and were able to afford to bring European wives over…

…The British saw miscegenation as dangerous to the colonial structure because it contradicted the belief that Southeast Asians were inferior to Europeans. In one American travelogue from the Philippines, the writer compared the way that the British and the Spanish treated the natives. He commented that the British ridiculed the Portuguese and the Spanish for allowing interracial marriage. The British felt that miscegenation would result in the decline of the colonial government and even the decline of home government of the colonizing power, even though they did not explain how.  The conclusion that interracial marriage would lead to the decline of the colonial structure could only result from the fear that interracial marriage blurred the lines of the racial hierarchy that the British had established. According to the same American travelogue writer, the British believed that interracial marriage produced “mongrel,” “inferior” and “renegade” Eurasian children. The British did not know how to classify Eurasians and did not want to recognize their European descent. In order to maintain their racial hierarchy, the British needed to establish the inferiority of Eurasians in any way possible, including the use of derogatory words to describe them. Ann Stoler explains that miscegenation presented questions that Europeans were not ready to answer. One 0f those questions was how to maintain white supremacy when their racial purity was threatened by miscegenation. The British response to this question was to classify Eurasians as inferior and employed derogatory language to make them social outcasts and discourage others from participating in miscegenation.

European travelogue writers dismissed concubinage between Europeans and Southeast Asians because they did not want to admit that European men were part of the problem to the degradation of their racial structures. A British travelogue writer in Burma made excuses for British men falling into concubinage. He claimed that Burmese women had sweeter and more affectionate personalities, therefore British men could not help themselves. Ann Stoler remarks that Europeans also felt by keeping the race pure and abstaining from promiscuity, they were establishing their superiority over Southeast Asians. But concubinage would make the established racial structures harder to define, thereby making it harder to maintain their racial superiority. An interracial couple threatened the Caucasian racial purity. But they feared that if they admitted that British men were willing participants in miscegenation it would encourage other British men to do it as well. In an attempt to deter other British men from it, travelogue writers refused to admit that British men were consciously able to consent to concubinage.

To establish that British were not at fault for participating in miscegenation, other excuses were made by travelogue writers. For example, one writer claimed that Europeans could not help themselves. The climate of Southeast Asia weakened their strength to stand by their British morals. These outrageous claims were only used to remove all blame from Europeans and place it on the natives, or the climate of the colony itself…

…Miscegenation produced Eurasian children that were not European or Asian; they were a people without an identity that had the ability to change the European established racial hierarchy. Christina Firpo mentions that in Vietnam, Eurasians were clearly recognizable as being of French descent. But the French viewed this as a threat to their racial purity and superiority. A British travelogue writer noticed that Eurasians were divided amongst themselves based on how closely they resembled Europeans. The Eurasians with the skin tones and facial features that more closely resembled those of Europeans had higher social statuses than those that had features that more closely resembled Southeast Asians. ‘This made it seem like there were several racial categories within the Eurasian community. This confusion over racial hierarchies within the Eurasian community created confusion among the British. The British were confused as to how to categorize Eurasians racially. The British had established a strict racial hierarchy. They were also convinced that they would be able to maintain a racial purity amongst the Europeans. So they were not prepared when British men began to participate in miscegenation and producing another race. As Ann Stoler put it, Eurasians “straddled the divide” between colonizers and colonized. This “divide” blurred some of the racial lines between Europeans and Southeast Asians, which terrified the British.

Travelogue writers also noticed that Eurasians were disliked by both Europeans and Asians. Not only were they despised by the Europeans, but since they despised their Southeast Asian heritage, they alienated themselves even further by rejecting the Southeast Asian community. This left Eurasians isolated and alone. The British feared Eurasians because they did not know what Eurasians would do, since they were not accepted by either community. Eurasians were also alienated in their own families. One travelogue writer wrote that in Eurasian families, the lighter skinned children had more privileges than the darker skinned ones. The British feared that unrest in the Eurasian community for not having a place in the previously established racial structure might lead to political unrest. Eurasians did not belong to European or Asian societies and they suffer disadvantages for it.  They were rejected from some jobs and events because they were Eurasian. The British would not allow them access to all European events or to high ranking European jobs. Furthermore, Southeast Asians would not accept them into the Southeast Asian community. In most cases, the European father left and the family was financially cut off and without a father. Having their European fathers leave lead to feelings of abandonment and alienation as well. In some cases, when the European father left, the family became poor. So not only were the Eurasian children alienated from most communities, they were left with no means to support themselves….

The recorded history of the Philippines would be incomplete as a basis for understanding contemporary society unless it takes into account the Chinese mestizos’ contributions to our development as a nation.  The Chinese mestizos were an important element of Philippine society in the 19th century.  They played a significant role in the formation of the middle class, in the agitation for reforms, in the 1898 revolution and the formation of what is now known as the Filipino nationality.  In contemporary times their role in nation-building continues.

Our knowledge is still insufficient to allow us to assess the overall significance of the mestizo in Philippine history. But on the basis of what we now know we can make some generalizations and some hypotheses for future study. It is clear, in the first place, that the activities I have described are those of Chinese mestizos – not Spanish mestizos. While the Chinese mestizo population in the Philippines exceeded 200,000 by the late nineteenth century, the Spanish mestizo population was probably never more than 35,000. Furthermore, those who commented at all on the Spanish mestizo noted that he was interested in military matters or the “practical arts” – never in commerce. The aptitudes and attitudes of the Chinese mestizo were in sharp contrast to this.

Secondly, the Chinese mestizo rose to prominence between 1741 and 1898, primarily as a landholder and a middleman wholesaler of local produce and foreign imports, although there were also mestizos in the professions. The rise of the mestizos implies the existence of social change during the Spanish period, a condition that has been ignored or implicitly denied by many who have written about the Philippines. It needs to be emphasized that the mestizo impact was greatest in Central Luzon, Cebu, and Iloilo. We cannot as yet generalize about other areas.

Third, the renewal of Chinese immigration to the Philippines resulted in diversion of mestizo energies away from commerce, so that the mestizos lost their change to become a native middle class, a position then taken over by the Chinese.

Fourth, the Chinese mestizos in the Philippines possessed a unique combination of cultural characteristics. Lovers of ostentation, ardent devotees of Spanish Catholicism – they seemed almost more Spanish than the Spanish, more Catholic than the Catholics. Yet with those characteristics they combined a financial acumen that seemed out of place. Rejecters of their Chinese heritage, they were not completely at home with their indio heritage. The nearest approximation to them was the urbanized, heavily-hispanized indio. Only when hispanization had reached a high level in the nineteenth century urban areas could the mestizo find a basis of rapport with the indio. Thus, during the late nineteenth century, because of cultural, economic, and social changes, the mestizos increasingly identified themselves with the indios. in a new kind of “Filipino” cultural and national consensus.

Those are my conclusions. Here are some hypotheses, which I hope will stimulate further study:

  1. That today’s Filipino elite is made up mostly of the descendants of indios and mestizos who rose to prominence on the basis of commercial agriculture in the lattetf part of the Spanish period. That in some respects the latter part of the Spanish period was a time of greater social change, in terms of the formation of contemporary Philippine society, than the period since 1898 has been.
  2. That in the process of social change late in the Spanish period it was the mestizo, as a marginal element, not closely tied to a village or town, who acted as a kind of catalytic agent. In this would be included the penetration of money economy into parts of the Philippines. There were areas where the only persons with money were the provincial governors and the mestizos.
  3. That the Chinese mestizo was an active agent of hispanization and the leading force in creating a Filipino culture characteristic now of Manila and the larger towns.
  4. That much of the background explanation of the Philippine Revolution may be found by investigating the relationships between landowning religious orders, mestizo inquilinos, and indio kasamahan laborers.

It is my hope that these hypotheses may stimulate investigation into this important topic which can tell us so much about economic, social, and cultural change during- the Spanish period of Philippine history.

Queering Mestizaje employs theories of postcolonial cultural studies (including performance studies, queer and feminist theory) to examine the notion of mestizaje—the mixing of races, and specifically indigenous peoples, with European colonizers—and how this phenomenon manifests itself in three geographically diverse spaces: the United States, Latin America, and the Philippines. Alicia Arrizón argues that, as an imaginary site for racialized, gendered, and sexualized identities, mestizaje raises questions about historical transformation and cultural memory across Spanish postcolonial sites.

Arrizón offers new, queer readings of the hybrid, the intercultural body, and the hyphenated self, building on the work of Gloria Anzaldúa, Antonio Benitez-Rojo, Walter Mignolo, and Vera Kutzinski, while challenging accepted discourses about the relationship between colonizer and colonized. Queering Mestizaje is unique in the connections it makes between the Spanish colonial legacy in the Philippines and in the Americas. In many parts of the country, especially in California, when one passes by a school or strolls across a college or university campus, it is inescapable to the eye that the American student population looks very different from that before the seventies. Young people today are accustomed to seeing people from many ancestral backgrounds. In classrooms, at schools, colleges and universities; at shopping malls, weddings and other social gatherings, young people are aware that they are living in an increasingly multicultural America.

These then, are the voices and stories of today’s young Americans. Diverse, by turns uplifting, insightful, illuminating and heart-warming or heartbreaking, the stories give us moving portrayals of the young authors and their families, mothers and fathers. Some offer shocking depictions of military brutality and political violence. Others recover family stories and make touching tributes to earlier generations. Some stories help us to see how young people perceive themselves and their identities when they are offspring of mothers and fathers from other lands or of different cultures.

The young writers included in this anthology, or their parents and ancestors, come from Egypt, Ethiopia, Korea, China, Japan, Cambodia, Taiwan, India; from East Los Angeles, El Salvador, Mexico, Honduras, Vietnam, Italy, Denmark, the Philippines, Cuba, and other places. Generational differences are inevitable between immigrant parents and their children, who are either American-born or grow up in America. The differences shape many attitudes to the ancestral cultures, customs, language and ways of life. The stories remind us of why some people came to America, of what they left behind, and what persists in ancestral forms adapted to American ways.

The stories provide telling evidence that collectively, there are many varieties of American identity among children of immigrants and their parents from other lands. These California stories tell of young lives that have been shaped by ancestry, time and place, national background, personal and generational experiences, geography, and by American social and immigrant history, conditions in their ancestral lands and lingering perceptions of race.

Many immigrants come in search of a better life or in pursuit of the American dream. Some Americanized children of immigrants struggle self-consciously to fit in. Their experiences invite dramatic literary expression. In two of the most powerful stories in this anthology, Jan Ballesteros and Thien Hoang exorcise their extreme pain, self-consciousness and struggle for acceptance.
In high school Ballesteros is repeatedly humiliated in his classes by four bullies who ridicule his Filipino appearance and his spoken accent. Extremely vulnerable, Ballesteros is perplexed because the bullies are all half-Filipino. In Hoang’s case, he is self-conscious about the Chinese reflection that looks out at him from the mirror. By writing their stories these two vulnerable young men come to terms with being American, and at the same time with being Filipino and Chinese, respectively.

More so than in Ballesteros and Hoang’s case a heightened consciousness of color and the desire to look American leads the Vietnamese mother in Kim Bui’s story—“Asian Eyes Westernized”—to change the shape of her eyes surgically. Ironically, the young author points out, the woman who in Vietnam used to work in the sun daily, here In America, she avoids being out in the sun, and resorts to skin whiteners. Kim Bui is struck by her mother’s advice to be proud of being Vietnamese, but to look American. In their stories Megan E. Chao, Chariya Heang, and Neha Pandey highlight their views of young womanhood in America when parents observe or desire to observe the tradition of arranged marriages. Conflicting points of view and parental cultural norms affect young women. Moving self-portrayals, characterized by thoughtful introspection and injections of irony and humor, attest to their dilemmas.

The Stories in this anthology are important for American education, I believe, so that young people can see themselves in these portrayals. In addition to the moving value of the stories the storytelling is of a high caliber. The storytelling is based on knowledge of ancestral traditions and customs, languages, cultural and social history, geography, family memorabilia, immigration documents, old photographs and family correspondence, materials and family stories that have been passed down from generation to generation. In addition to these sources, the young authors interviewed mothers, fathers, aunts, uncles and grandparents, and in some cases in languages other than English, all to the young writers’ credit…. [T]he titles of the stories tellingly identify major themes, experiences, and issues that invited and received dramatic literary expression. These stories are valuable repositories of human experiences shared by many young people today. These then, are the stories and voices of young Americans. One may safely predict that the experiences of which these young people have written so candidly, and in many cases eloquently, will resonate with other people and invite thoughtful self-awareness and self-understanding, a deeper appreciation for the richness of the many immigrant cultures of America, and an enhanced understanding of people of multiple ancestries.

The decades of the 1960s and 1970s ushered in a productive, illuminating and prolific body of scholarly research and creative expression in all the arts. Much of that enterprise was devoted to the most admirable task of historiography—the reinterpretation of the past and the rewriting of American history.

These stories add artistic dimensions to American social and immigrant history, and complement the scholarly research and literary expression of individual groups. The subject matter, the themes, cultural issues and the very human drama of young lives, as depicted in these stories, are timely. Also, because many of the stories address the longing to belong, which historically, was denied to some American groups in the past, they illustrate how emotionally complex the task continues to be for vulnerable young people from many countries…. Personal, emotional, direct and down to earth, these stories drive home the psychological and emotional impact of feeling different with a directness and immediacy that scholarly works can only approximate. As such, the anthology also complements numerous scholarly works about bi-racial, multi-racial and mixed-race people.
